Functions and tasks of Institute for Africa and Middle East Studies

The Institute for Africa and Middle East Studies (IAMES) is a research organization established by Degree No.26/ND–CP dated 15 January 2004 of the Vietnamese Government and operated under Decision No. 230/2005/QĐ-KHXH of Vietnam Academy of Social Sciences.

IAMES is assigned the task of carrying out research on basic issues of African and Middle East region and providing scientific arguments for the policy-making process of Vietnamese government; to hold conferences, scientific seminars, postgraduate training, and consult on basic issues of the region; to develop scientific research, teaching and training on African and Middle East regions; to participate in expanding the scientific cooperative relation and other collaborative fields with Africa and Middle East.

The Institute has major achievements in recent years such as:

1. Scientific research

IAMES has completed and carried out three projects at State level; two projects of Nafosted Foundation; 26 projects and tasks at ministry level; 54 projects and tasks at Academy level; published 22 books in different categories. All of them are strictly evaluated and reviewed that achieved good results.

The projects at State level focused on exploring and finding solutions for major issues such as: To research strategic breakthrough stages to expand the cooperative relation of Vietnam and African and Middle East countries towards 2020; To develop the comprehensive relation of Vietnam – Egypt in new circumstances in the period of 2011 – 2020; The changes in socio – politics of North Africa – Middle East and the lessons for Vietnam; The average income trap in African – Middle East countries: Experience and lessons for Vietnam; The problem of Catholic life and implications to Vietnam society. Over the past 9 years, the Institute has implement a number of projects at State level, for example:     

1. To research strategic breakthrough stages to expand the cooperative relation of Vietnam and African and Middle East countries towards 2020, independent project by Assoc. Prof. Dr. Do Duc Dinh (2010-2012).

2. To develop the comprehensive relation of Vietnam – Egypt in new circumstances in the period of 2011 – 2020, Protocol mission by Assoc. Prof. Dr. Bui Nhat Quang (4/2011 - 4/2013).

3. The changes in socio – politics of North Africa – Middle East and the lessons for Vietnam, State project in the national program KX.02/11-15 Scientific research to develop the society and management of social development in Vietnam towards 2020, by Assoc. Prof. Dr. Nguyen Thanh Hien (2012-2014).

4. Average income trap in Middle East and North African countries: Experience and lessons for Vietnam funded by NAFOSTED, Assoc. Prof. Dr. Bui Nhat Quang (2012-2013).

5. Living Catholicism and its implications to Vietnam, funded by NAFOSTED, Dr. Le Duc Hanh (2013 – 2015).

Projects at ministry level focused on studying on matters such as the political, economic, and cultural situationsin Middle East: Africa in today international integration; To promote comprehensive relation of Vietnam and African countries under the new international circumstances in the period of 2011 - 2020; Agricultural matters in Africa and the opportunity to cooperate with Vietnam; Basic cultural, political, and religious issues of Middle East and Africa…

Projects at Academy level have been carried out mainly by young researchers and they are good foundation to suggest new researching directions for next periods.

Monographs and reference books: With the achievements in scientific research, IAMES has socialized researching works. Until June 2013, the Institute published 22 reference books, monographs, handbooks significantly contributed in spreading out knowledge and information on different developing fields of African and Middle East regions and the cooperative relation of Vietnam and these regions. They are:

2. Consulting policies task

The most obvious result of consulting policies task is to collaborate with Ministry of Foreign Affairs and other ministries to form strategies and action plans for government on African and Middle East regions, for example “Action plan to promote cooperative relation of Vietnam – Middle East for the period of 2004 – 2011”, “Cooperative and partnership strategies of Vietnam – Africa for the period of 2011 – 2020”… To participate in international group of specialists to consult for senior leaders of African countries such as President of Rwanda, King and Minister of Lesotho, President of Tanzania on socio – economic reform policies, recovering economy after genocide, industrialization, developing tourism, reducing poverty, and regional integration and cooperation…        

In recent years, the Institute has carried out reviews and reports on recommending issues related to Africa and Middle East to consult policies for ministries and State agencies such as the suggestion of FTA between Vietnam and Israel for Ministry of Industry and Trade, report on the movements of Spring Arab for Ministry of Foreign Affairs and Ministry of Public Security, professional reports on special requirements of Department of Central Foreign Affairs…  

Beside the scientific research, IAMES also participated in training at Academies such as Graduate Academy of Social Sciences (Vietnam Academy of Social Sciences); International Studies of VNU University of Social Sciences and Humanities; Faculty of International Relations, College of Social Sciences and Humanities, Vietnam National University - Ho Chi Minh City; University of Economics and Bussiness - Vietnam National University, Hanoi, Vietnam Trade Union University…

3. Review of Africa and Middle East studies

The Institute is focusing on improving both the quality and quantity of journal. The publishing contents mentioned to issues with multi perspectives approaches: economics, politics, history, culture and society… of regional studies on Africa and Middle East.

There were 97 editions published every month until October 2013. The contents are divided into four main categories: Africa – Middle East, international issues, Vietnam, and information.

Besides that, Website of IAMES (accessed at www.iames.gov.vn) has run stably and become a very important channel for foreign partners to study about the Institute, to promote the foreign and domestic cooperation. Website has updated information regularly in both Vietnamese and English and reached a high number of visitors with modern interface, to provide a wide range of information for foreign and domestic readers on the activities of IAMES: from introducing the Institute to scientific activates, seminars, conferences, and latest information of Africa, Middle East, and other researches in Vietnamese and English.

4. Foreign works

In recent years, foreign actives are concentrated and strengthened, for instance, the Institute has strong cooperation with Brenthust Foundation, South Africa to hold scientific events, significant international conferences. Besides that, it signed and carried out a number of cooperative agreements with South African, Middle Eastern partners such as Center for strategic research of Ministry of Affairs of Turkey, Center of Gulf research of UAE, University of Cairo (Egypt), Center for Arab and African Studies (Egypt), Institute of international relations (Morocco), University of Ankara (Turkey)… In addition, the Institute has established and had close cooperative relations with embassies and representative agencies of African and Middle Eastern countries in Hanoi and other cities of Vietnam. Thank to that, IAMES received a great care from many foreign research and teaching organizations, significantly contributed to the improvement of its reputation in terms of matters related to research Africa and Middle East.
