Leaders of the Vietnam Academy of Social Sciences (VASS) had a working session and signed a Memorandum of Understanding (MOU) with Chandler Institute of Governance, Singapore

On September 26th, 2019, at Hall 3A, Head Office No.1 Lieu Giai, Ba Dinh, Hanoi, Leaders of the Vietnam Academy of Social Sciences (VASS) had a working session and signed a Memorandum of Understanding (MOU) with Chandler Institute of Governance, Singapore (CIG).

Attending the signing ceremony, on VASS side, there were Prof.Dr. Nguyen Quang Thuan, VASS President; Dr. Dang Xuan Thanh, VASS Vice President; M.A. Nguyen Thanh Ha, Deputy Director of International Cooperation Department; Assoc.Prof. Dr. Nguyen Thi Hoai Le, Head of Scientific Management Board; Dr. Nguyen Thang, President of Center for Analysis and Forecasting. From  the CIG side, there were Mr. Wu Wei Neng, Executive Director of CIG; Dr. Vu Minh Khuong, member of the CIG Advisory Council; Ms. Clarissa Li, Manager of Programmes and Partnerships; Ms. Shanice Koh, Executive of Programmes and Partnerships.

The Vietnamese government is determined to promote the draft national digital transformation plan. Well over half of Vietnam's population are now online with more than 52 million Internet users; ranking the fifth among countries in the Asia-Pacific region, behind China, India, Japan and Indonesia. The number of people using smartphones in Vietnam accounted for 84% of the total population, as one of the countries with the fastest IT development in the world. Vietnam’s digital economy continues to thrive, with the gross merchandise value being 4% of the country’s GDP, higher than any other country in Southeast Asia. Vietnam is preparing the Socio-Economic Development Plan from 2020 to 2030. In strategic breakthroughs, Vietnam is particularly interested in science and innovation.

In August 2019, the VASS and the Chandler Institute of Governance signed a cooperation agreement in which both sides will cooperate to organize a series of events and activities. This cooperation was signed from mid-August to the end of December 2019.

On behalf of the VASS leader, Prof.Dr. Nguyen Quang Thuan expressed his pleasure to welcome Mr. Wu Wei Neng, Executive Director of CIG and the delegation to visit and work at VASS. He highly appreciated the cooperation potential and emphasized the main topics that the two sides were concerned, which is joint research in Vietnam's digital economy. At the same time, the President stressed that science, technology, innovation and taking advantage of the Fourth Industrial Revolution (IR 4.0) have notable positions within the context of renewing the growth model and restructuring the economy; affirming the mutual research topics have such an extremely meaning for Vietnam. It is a fundamental solution to help Vietnam radically change the quality of economic development in the new context.

In response to the President of VASS, Mr. Wu Wei Neng thanked the warm welcome and gave an overview of the Chandler Institute of Governance, Singapore which is a private organization, assisting the Government in researching and planning policies, developing human resources. Besides, he expressed his desire to share Singapore's experience in governance, as well as appreciated the cooperation with VASS and exchanged more details on the cooperation content between the two sides in the next time.

Discussing the organization of the workshop in the coming time, the two sides agreed and proposed the implementation contents: 1. The digitization of government and governance; 2. Digital infrastructure (5G network) and other technology platforms for digital development; 3. The role of private enterprises in promoting this digital transformation process. “Vietnam-Singapore enterprises make the most of the resources available to continue developing digitization”, VASS and CIG stated. Besides, the two sides also discussed the plan and specific content to organize the joint conference next year.

To promote cooperation in the field of education, training and scientific research between the two sides, on behalf of the VASS's leaders, Dr. Dang Xuan Thanh and Representative of the CIG signed the MOU based on the following principles:

1/ Increase the mutual exchange of ideas and information;

2/ Promote the mutual interest in improving the quality of policy research; using research results for giving policy advice to Party and State leaders, and policymaking agencies in Vietnam;

3/ Organize activities in knowledge exchange, training, studying, and disseminating research results after being approved by both parties.

The signing ceremony of the MOU will also contribute to promoting close scientific cooperation between VASS and CIG.
