Roundtable Discussion: “A Framework for Vietnam’s External Competitiveness”

Vietnam Academy of Social Sciences (VASS) has collaborated with World Bank (WB) to hold the roundtable discussion on “A Framework for Vietnam’s External Competitiveness” in March 17th 2013 at VASS’s head offices, located in No. 1 Lieu Giai Street, Ba Dinh, Ha Noi.

Dr. Victoria Kwakwa – WB’s Country Director for Vietnam and Prof. Dani Rodrik of University of Princeton and other WB’s experts as well as international organizations have participated in the Discussion.

There are many representatives from Vietnam side joined in the Discussion, including: Prof. Dr. Nguyen Xuan Thang – President of VASS;  Mr. Mai Van Ninh – member of Central Committee of the Communist Party of Vietnam and Secretary of Thanh Hoa Province; scientists, managers and policy makers, experts from Central Economic Committee, Parlament Office, Government Office, Ministry of Planning and Investment, Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Vietnam Chamber of Commerce and Industry, Ministry of Science and Technology, Hanoi National University, National Economics University and institutes of VASS. The Discussion was co-chaired by Prof. Dr. Nguyễn Xuan Thang and Dr. Victoria Kwakwa.

Having speech at the Discussion, Prof. Dr. Nguyen Xuan Thang has strengthened that Vietnam should improve the reforms, especially the mechanism mentioned in the message of Prime Minister Nguyen Tan Dung in early 2014 so that Vietnam can use the big chances due to the advantages of geoeconomics and geopolitics. This is also a bridging step for Vietnam to reach a higher position in the global values and catch up with other countries. The way for Vietnam to efficiently implement those important and accurate orientations for requires scientific analyses which are advised by leading organizations and international experts. VASS and WB are collaborating through research projects supporting Vietnam to join in World Trade Organization (WTO), to build the Strategy for Socio – Economic Development in the period of 2011 to 2020, to implement the Poverty Evaluation so on. It is a right time for two sides keep working together in order to provide the scientific base for making policies in the next important period of Vietnam.

Having the wellcome speech at the Discussion, Dr. Victoria Kwakwa considered this discussion as an activity belonged to the “Vietnamese Knowledge Forum” of WB. Today, Vietnam has become a country with average income level so the role of WB will have some certain changes. WB will provide more the knowledge, advisory, and international lessons for Vietnam. Hence, WB will start this progress by creating knowledge forum for policy makers, experts and scholars of Vietnam to exchange information and ideas about the important issues that Vietnam need to handle.

Prof. Dani Rodrik of University of Princeton is a world leading expert in the field of globalization, mechanism and development. He had a talk at the conference on “What is the next growth strategy of Vietnam?”. Prof. Dani Rodrik has introduced about the growth economics in the economy of two regions/ dualism; the importance of changing the structure/ mechanism in order to motivate the growth; the prospect of industrialization in the future; growth based on the services; general idea for the growth strategy; issues of structure in mid and long term; macroeconomic management… His talks also clarified the ideas of building the policy frameworks to improve Vietnam’s competitiveness and head to the breakthroughs of Vietnam in next period.

After listening to the talks done by Prof. Dani Rodrik, representative excitedly discussed about following contents: Framework to improve the competitiveness of Vietnam; Key factors impacting on the competitive advantages of Vietnam in a fluctuated environment from outside and internal changes; Issues of mechanisms and its meaning to the competitiveness of Vietnam; Keep integrating with the globalization and free trade (TPP, Vietnam – EU Free Trade Agreement, RCEP): opportunities and challenges; Vietnam integrated into a global value chain and policies for industry; Issues of human resources in improving the competitiveness; Special economic zones; Suggestions for policies and its frameworks...

At the end of the Discussion, Prof. Dr. Nguyen Xuan Thang has clarified that the Discussion was a good chance for local experts to exchange their ideas with Prof. Rodrik about important policies related to the mechanism, integration and development. Hence, they will have breakthrough suggestions about the mechanism so that Vietnam can improve its competitiveness and bring the economy back to the route of rapid and sustainable growth. Also, this will help Vietnam to quickly step on a higher position in the global value chain and catch up with countries in the region and in the world.
