International Conference "40 Years of China's Open Reform: Looking Back and Prospects"

On the morning of October 30th, 2018, at the No.1 Lieu Giai, Ba Dinh, Hanoi, the Chinese Academy of Sciences of the Vietnam Academy of Social Sciences (Academy) collaborated with the Chinese Embassy in Vietnam organized an international symposium titled "40 Years of China's Open Reform: Looking Back and Prospects" to identify achievements in all aspects of China's open reform, to share useful lessons and experiences between China and Vietnam.

Attending the workshop included: Prof.Dr. Nguyen Quang Thuan, President of the Academy; Ms. Doan Hai Hong, Chargé d'Affaires of the Chinese Embassy in Vietnam; Counselor Chen Hong and counselor Du Hai Yun; TS. Dang Xuan Thanh, Vice President of the Academy; TS. Nguyen Xuan Cuong, Director of China Research Institute; Prof. Do Tien Sam, former director of the China Research Institute; Representatives of Vietnamese agencies, branches and universities (Central Commission for Foreign Relations, Ho Chi Minh National Political Academy, Ministry of Foreign Affairs, Ministry of Planning and Investment, Ministry of Defense, Ministry of Industry and Trade National University, etc.) and experts and scholars from China, as well as representatives of leaders and scientists from the institutes.

The third National Congress of the IX Communist Party of China (1978) shifted the aim of all the work and attention of the entire Party and people to the cause of modern socialist construction. China entered the reform opening period. Over the past 40 years, China's open-door reform has achieved great success. Today, China has become the second economy in the world.

The XIX Congress of the Communist Party of China established the Xi Jinping ideology of Chinese modernity, defining the goal of basically completing modernization in 2035 and becoming a modernized socialist power in China in the 21st century. The reform process opened from 1978 to the present, China is constantly reforming market-oriented,  integration, addressing the major partnerships between reform - development - stability, the relationship between the state - market - society, between domestic and foreign ... It can be said, 40 years of reform of opening of China achieved much success and had many useful lessons for countries with transition economies.

Opening speech at the workshop, on behalf of the Academic Leaders, Prof. Nguyen Quang Thuan warmly welcomes the participation of the participants. The Chairman stressed that after 30 years of renovation, Vietnam has learned lessons from experience, in which the important thing is: Renovation must be comprehensive, synchronous and take appropriate steps; Respect the laws of objectivity, derived from reality, sticking to reality, attaching importance to practical summation, theoretical study. At present, the Academy is thoroughly grasping, promoting the implementation of the documents of the XII National Party Congress, the resolutions of the Central XII conference, is in the process of reviewing, preparing for the thirteenth Congress of the Communist Party of Vietnam. In addition, Prof.Dr. Nguyen Quang Thuan expresses his appreciation for the achievements and historical significance of China's reform and opening-up and the cause of renovation in Vietnam in the recent day; At the same time point out the difficulties and challenges that the two countries need to address in the coming time.

The Chairman appreciated the practical significance of the workshop and contributed to enhance the understanding between the peoples of the two countries, especially the scholars towards the implementation of high-level agreements. The Party and State committed the two countries.

Addressing the workshop, Ms. Doan Hai Hong, Chargé d'Affaires of the Chinese Embassy in Vietnam, affirmed the leadership role of the Communist Party to the success in the reform and renovation of the two countries in the past. Nowadays, China's reforming and opening up and Vietnam's renewal are in critical phase, facing new challenges and situations.Ms. Doan Hai Hong emphasized that the two sides need to deepen their exchanges and studies on the experience of implementing reforms and innovations, enriching the comprehensive strategic cooperation partnership for constructing socialism and people's interests.

Besides, the Chargé d'Affaires of the Chinese Embassy in Vietnam highly appreciates the scientific role of the Academy, as well as the significance of the workshop  that will provide opportunities for researchers and scholars. I will discuss about the depth of the 40 years of China's opening reform experience in the fields in politic , socio-economic and future development prospects.

In the report presented at the workshop, Dr. Nguyen Xuan Cuong presented an overview of China's 40 years of open reform, achievements, challenges, lessons experiences and prospects; The two sides should deepen the exchange and cooperation research and recommendations.

The workshop received 30 presentations, divided into two sessions, including eight presentations presented by speakers (Liu Boi Lin, China National Research Council, Zhao Tichun University Chinese Academy of Sciences, Chinese Academy of Social Sciences, Zhao Hua and Hu Jintao, Guangdong Institute for Strategic Studies, Dr. Le Xuan Sang, Institute of Economics, Southern Institute), focused on the content of the "chase cycle" of emerging economies; capital market development and internationalization of the renminbi; comparative study of Sino-US trade war and US-Japan trade war; economic reform in Vietnam in the context of new development - overcome challenges to avoid further lag; historical trajectory of the social science of Chinese philosophy 40 years of opening reforms and future trends, 40 years experience of opening reform of Guangdong .. the experience of the two countries.

Participants have exchanged frank thoughts and shared precious experiences, especially the challenges in the comprehensive and extensive reform process in China, as well as the reforms. , international integration of Vietnam in the new context.

The workshop is a forum for scientific exchange which is important for Vietnamese-Chinese experts and scholars. Through their presentations and exchanges, they will help strengthen mutual understanding and contribute to consolidate furthering comprehensive strategic cooperation partnership between Vietnam and China.
