Scientific conference: "Eco - industrial park model and applicability in Vietnam"

On the morning of June 27, 2022, at the 12th floor hall, building B, No. 1 Lieu Giai, Ba Dinh, Hanoi, the Vietnam Institute of Economics, the Vietnam Academy of Social Sciences and the Friedrich Naumann Foundation For Friedom - FNF (Germany) organized a scientific conference with the theme "Eco-industrial park model and applicability in Vietnam", to make assessments on the applicability of industrial park models ecology in Vietnam. The seminar was attended by representatives of state management agencies, scientists, research institutes, universities, businesses and organizations.

Speaking at the opening of the Workshop, the Director of the Vietnam Institute of Economics, Assoc.Prof.Dr. Bui Quang Tuan warmly welcomes scientists, organizations, businesses, and delegates to the conference.

Assoc.Prof.Dr. Bui Quang Tuan said, about ecological industrial parks and industrial symbiosis, Vietnam has had Decree 82/2018/ND-CP and recently Decree 35/2022/ND-CP stipulating the management of industrial zones and economic zones. Accordingly, Decree 35 stipulates: “Eco-industrial park is an industrial park in which enterprises in the industrial park participate in cleaner production and efficient use of resources, and are linked, cooperate in production to realize industrial symbiosis; meet the criteria specified in this Decree”. Thus, in terms of the legal framework, Vietnam has quite a lot and quite early to accelerate digital and green transformation, implement ecological industrial parks and industrial symbiosis. Therefore, the goal of the conference is an opportunity for experts and businesses to share a lot of information and good ideas, discuss to raise awareness about eco-zones, green transformation and make practical contributions to the process, restructuring the economy towards efficiency and sustainability.

Assoc.Prof.Dr. Bui Quang Tuan added that, on green transformation, on October 1, 2021, the Prime Minister issued Decision 1658/QD-TTg approving the National Strategy on Green Growth for the 2021-2030 period, with a vision vision to 2050. The overall objective of the Strategy is to promote economic restructuring in association with renewing the model of economic growth, environmental sustainability and social justice. Currently developing an Action Plan. On digital transformation On June 3, 2020, the Prime Minister issued Decision No. 749/QD-TTg approving the "National Digital Transformation Program to 2025, with orientation to 2030" with the goal of Vietnam is among the top 50 countries in terms of e-Government (EGDI). The National Digital Transformation Program has the dual goal of developing a digital government, a digital economy, and a digital society, and at the same time forming Vietnamese digital technology enterprises that are capable of going global, with a number of indicators basic number.

Director, Assoc.Prof.Dr. Bui Quang Tuan hopes that the workshop will focus on discussing aspects of industrial parks and industrial symbiosis, these are hot, topical and urgent issues. Delegates will have a lively discussion, share a lot of information and ideas to raise awareness about eco-industrial parks, green transformation and make practical contributions to the process of economic restructuring towards the direction efficient and sustainable.

The seminar received many presentation reports sent to the Organizing Committee, with 04 reports presented on the following topics: (i) International experience and ecological indicators of the Eco - Industrial Park Model, by Dr. Tran Thi Mai Thanh, University of Economics, VNU; (ii) The ability to apply the ecological industrial zone model in Thang Long Industrial Park II, of MSc. Nguyen Duc Long, Vietnam Institute of Economics; (iii) Application of Eco - Industrial Zone Model in Vietnam: Current Situation and Prospects, by Ms. Vuong Thi Minh Hieu, Deputy Director of Economic Zones Management Department - Ministry of Planning and Investment; (iv) Solution to apply ecological industrial park model in Vietnam, by MSc. Tran Thanh Phuong, of SD LINK Co., Ltd.

Delegates gave speeches and presented reports at the Conference

Discussing the applicability of the Eco - Industrial Park model in Thang Long II Industrial Park, Master Nguyen Duc Long said that the ecological industrial park model in Thang Long II Industrial Park is a model of a clean industrial park. According to Hung Yen, most businesses have implemented solutions to save energy and protect the environment; The industrial park infrastructure company also applied a pilot project to install solar panels. However, the industrial park currently does not have a mechanism to share information; a general information database has not yet been established; The roles and responsibilities of the infrastructure company have not yet met the ecological industrial park model …

In order to complete the management framework for the eco-industrial park model, Master Nguyen Duc Long recommends, for the management agency, there should be an agency to act as the focal point and have sufficient decision-making authority; clearly divide the specific responsibilities of each subject in the eco-industrial park model; develop a specific management policy for the eco-industrial park model; adjust the legal system related to the environment; offers attractive incentives for infrastructure companies and businesses and needs further attention from local and stakeholders.

Proposing solutions to promote the application of the Eco-Industrial Park model in Vietnam, Master Tran Thanh Phuong, SD LINK Company Limited, said that first of all, ecological industrial parks need to improve their institutions, policy; strengthen supporting tools (Financial support, technical support, human resource development, linkage). In particular, industrial parks need to strengthen pilot implementation, such as: encouraging industrial parks across the country to participate in the pilot implementation during the period of completing policy institutions to have a basis for drawing lessons from experience and control. adjust (shorten the pilot process); mobilize resources from the private sector for pilot implementation, especially for business activities: study and develop a transformation roadmap for their industrial parks; Proposing pilot initiatives. In case of implementation, state management agencies will promote well the role of monitoring and evaluating the effectiveness of pilot activities, thereby summarizing and proposing appropriate policies; encourage localities to create conditions for businesses to coordinate with state management agencies in piloting the level of meeting the criteria to help strengthen the capacity of both sides.

The conference received many comments from delegates, experts and scientists. The presentations and opinions presented at the Workshop focused on exchanging, discussing, analyzing and clarifying many aspects of the industrial park and industrial symbiosis, these are all hot and relevant issues timeliness and high urgency. At the same time, the delegates also shared a lot of awareness information about eco-industrial parks, green transformation, and suggested ideas for practical contributions to the economic restructuring process towards efficiency and sustainability.
