Round table: “One Year Review of Vietnam – US Comprehensive Partnership”

In October 8th 2014, Vietnam Institute of American Studies (member unit of Vietnam Academy of Social Sciences) has collaborated with United States of America Embassy to held a round table:“One Year Review of Vietnam – US Comprehensive Partnership” at Conference Hall 3E, Building no. 1A Lieu Giai, Ba Dinh, Hanoi.

Associate Prof. Dr. Cu Chi Loi – Director of Vietnam Institute of American Studies, Mr. Mark Lambert – Political Counselor of the U.S Embassy in Hanoi, Vietnam and Col. Bui Ta Khanh of Institute of Military Strategy of Ministry of National Defence have joined in the conference. Also, there is the participation of ambassadors and counselors of other countries in Vietnam as Canada, Australia, Japan, Korea and Singapore, as well as experts and scholars of member units of VASS.

There are 3 writing papers presented at the Round table by Associate Prof. Dr. Cu Chi Loi, Mr.  Mark Lambert and Col. Bui Ta Khanh. The main topic is the general evaluation of the relationship between Vietnam and US through all fields includingeconomy, politics, foreign affairs, national security for a stable and peaceful world.

Reports focus on two major contents as followed:

(1) The positive changes and breakthrough in the Vietnam – US relations from a strategic relation (2000) to a comprehensive partnership (July 2013). Besides, Associate Prof. Dr. Cu Chi Loi pointed out two challenges which two countries might face up with during the development of relationship in next period. They are: (i) Arguments about the human rights; (ii) The raising of China. Hence, the Vietnam – US comprehensive partnership has an important role in solving the above challenges based on the mutual worry of regional security.

(2) In order to confirming and developing the comprehensive partnership of Vietnam and US, Mr. Mark Lamber and Col. Bui Ta Khanh stressed on the trust building by improving the national security and defense such as practicing, training for officers including navy and marine polices through five major fields as followed: (i) To establish the regular talks between high – level leaders of ministry of national defense of Vietnam and the US; (ii) The maritime security; (iii) Searching and rescue; (iv) To do research and exchange experiences about UN’s peacekeeping; (v) Humanitarian Assistance and natural disaster.

Also, it required the learning and exchange of both sides so that the trust and security cooperation would be improved through visits of high level officers. This also help to solve the war’s affect as a way to maintain the world and regional stability and peace.

The writing papers of three presenters have received many attention and questions from representatives. All opinions focused on the collaboration, sharing and how to overcome each side’s differences and to build the foundation for the development of two countries’ relations in the future. Associate Prof. Dr. Cu Chi Loi has summarized the Round table by delivering a warm thank to the participation and opinions of all Vietnamese and foreign representatives. The Director believed that the above issues will become the theoretical base which will improve the relationship of two countries. These are for the purpose of equal development based on the mutual benefits and demands so that there will be detailed and efficient results in the future.
