International conference on “Vietnam-Myanmar relations: Retrospects and prospects”

On toward 40th celebration of relations between Vietnam and Myanmar, in the morning on December 8th 2014, at the conference hall 3D, at head office 1A, Lieu Giai, Ba Dinh, Hanoi, Institute for Southeast Asian Studies, Vietnam Academy of Social Sciences (VASS) in coordination with Myanmar Institute of strategic and international studies, Ministry of Foreign Affairs of The Republic of the union of Myanmar co-organized the International conference on “Vietnam–Myanmar relations: retrospects and prospects”, that aims to evaluate process of relations between the two countries in last time, and together find solutions to promotion of peaceful and cooperative relations between Vietnam and Myanmar in the new context.

The conference attracted participation of many Vietnamese and Myanmar scholars and representatives from research institutes, universities of ministries, committees, commissions, organizations, ect. and diplomatic politicians of many countries. The conference’s chairmen were Assoc. Prof. Dr. Nguyen Duy Dung, Director of Institute for Southeast Asian Studies and Mr. U Wynn Lin, Former Ambassador, Ministry of Foreign Affairs of The Republic of the Union of Myanmar.

In the introduction, Assoc. Prof. Dr. Nguyen Duy Dung, Director of Institute for Southeast Asian Studies generalized status of Vietnam-Myanmar relations in all fields (in particular economy) in the past, present and prospect of cooperation between the two. Besides, Assoc. Prof. Dr. Nguyen Duy Dung emphasized 4 points that need to be discussed more deeply by researchers for overcoming some limitations of relations between the two in the next time. Those are: (1) Full identification and evaluation of development of Vietnam-Myanmar relations in the past, present and future in all fields; (2) Exchange and debate on Vietnam’s and Myanmar’s roles in cooperation and development in ASEAN region and Asia, toward realization of ASEAN community in 2015; (3) Analysis of prospect of relations between the two in the new context, thereby suggestion of solutions for contribution to consolidation and promotion of Vietnam-Myanmar peaceful cooperation; (4) Debate on ways of effective research cooperation among scientists and scholars of the two for strengthening exchange and understanding between the people of the two countries, ect.

The conference worked on 2 sections with 6 speeches that concentrate on some following major issues:

In the first section, speakers evaluated Vietnam-Myanmar relations on many different aspects, from relations of politic-diplomacy, security-defence to economy, culture-society in the history and present ,ect. The speakers were Mr. U Wyun Lin, former ambassador and Ms. Daw Win Lei Phyu, Myanmar Institute of strategic and international studies, Ministry of Foreign Affairs of The Republic of the Union of Myanmar; Dr. Vo Xuan Vinh, Institute for Southeast Asian Studies, VASS.

In the second section, Ms. Daw Carole Ann Chit Tha and Mr. U Hla Myint, Myanmar Institute of strategic and international studies, Ministry of Foreign Affairs of The Republic of the union of Myanmar; Assoc. Prof. Sc. Dr. Tran Khanh, Institute for Southeast Asian Studies together shared and discussed opportunities and challenges of relations between the two in the new context, especially searching for recommendations toward promotion of Vietnam- Myanmar cooperative relations to new high level: (1) Development of strategy, commercial cooperation and long time investment, as well as exploitation of potential natural-economy and political-geographic advantage of the two countries as much as possible; (2) The two governments agree to implement and sign a treaty of bilateral cooperation, investment, commerce of 12 areas; (3) Ministries, committees (of Vietnam and Myanmar) provide information to enterprises and people about markets, customs and habits, business culture for strengthening understanding of investment, cultural-social environment of the two countries; (4) Establishment of a Vietnam-Myanmar joint-venture bank.

On the basis of summary of speeches, in the closing speeches, Assoc. Prof. Dr. Nguyen Duy Dung and Mr. Wynn Lwin said that all speakers shared, discussed together will be foundation of deep understanding between the two countries in many different angles. Since that, Assoc. Prof. Dr. Nguyen Duy Dung provided some issues that need to be researched by scientists of the two country in the next time, such as: promotion of cooperative and experience exchange relations in economy, political geography, culture, ect. and continuously debate on relations between the two nations and others via coordination of multilateral, regional and international forums.

The conference completed successfully and concluded that the two nations need scientific seminars, meetings among state official as well as strengthening people exchange and suggesting solutions that contribute to promotion of Vietnam - Myanmar cooperative relations in next decades.
