In the opening speech and welcoming workshop, Prof.Dr. Nguyen Quang Thuan, President of the Vietnam Academy of Social Sciences, emphasized the tradition of special relations, friendship and solidarity between the generations of Vietnamese and Lao generations and leaders of the two countries building during the past 55 years. This rare special relationship has been challenged in difficult times, has achieved undeniable achievements, entered the era of development and integration is facing the opportunities and challenges in the world is unpredictable, under the growing influence of the big countries. This requires each country to consolidate and promote internal resources to actively respond to and pursue national development goals in a sustainable manner. In the context of increasing strategic competition among the great powers in geographically and strategically important areas in Southeast Asia, including Vietnam and Laos, developing the values of the special friendly relationship and cooperation between Vietnam and Laos, having a common voice, especially in taking advantage of opportunities from multilateral forums and international cooperation mechanisms , thereby contributing to the comprehensive development of each country and region.
After the opening and welcoming session, the workshop was presented at three sessions:
Session 1: Evaluate the special friendship and comprehensive cooperation between Vietnam and Laos, including 04 speeches: 1) 55 years of Laos-Vietnam cooperation and friendship: achievements and limitations (Dr. Feuangsy Laofoung, Director of the Institute for Economic Research, National Institute of Social Sciences of Laos); 2) Looking back on 55 years of diplomatic relations between Vietnam and Laos (1962-2017) (Dr. Truong Duy Hoa, Former Editor in Chief of Southeast Asian Studies, Academy); 3) Contributing to further clarifying the founding of the traditional special relationship between Vietnam and Laos (Assoc.Prof.Dr. Thai Van Long, Deputy Director of Institute of International Relations, Ho Chi Minh National Political Academy) ; 4) Laos -Viet Nam cooperation and cooperate between the Lao National Administration of Politics and Administration and the Ho Chi Minh National Political Academy (Prof.Dr. Bounthi Kheuamysay, Director, Department of Scientific Management, Academy Lao National Administration and Politics).
Session 2: Evaluate Vietnam-Laos cooperation in training, theoretical researches and social sciences, including 4 presentations: 1) Laos-Vietnam cooperation in training ( MA.Mr. Khamla Keo Ounkham, Head of the Office of Laos National Academy of Politics and Administration); 2) Training and retraining of cadres for the Lao People's Democratic Republic at the Ho Chi Minh National Political Academy (Assoc.Prof.Dr. Hoang Anh, Director of Training Management Department, National Politics Academy family Ho Chi Minh); 3) Laos-Viet Nam cooperate in staff training and social science research (Dr. Khamphaeng Thipmostaly, Director, Institute of Sociology, Lao National Institute of Social Sciences); 4) Cooperating in social science research in Vietnam - Laos: achievements, experiences, problems and solutions (Assoc.Prof.Dr. Nguyen Duy Dung, Former Director Institute for Southeast Asian Studies, Korea Institute ).
Session 3: Orientations and solutions for the development of special friendship and comprehensive cooperation between Vietnam and Laos in the new period, including 04 speeches: 1) Some solutions to strengthen the Vietnam-Laos relations in the new context (Dr. Nguyen Ngoc Lan, Institute of Southeast Asian Studies, Academy); 2) Special relations, comprehensive cooperation between Laos and Vietnam: prospects, solutions and vision 2030 (Dr. Bountheng Souksavatd, Director, Institute of Information and Journalism, Lao National Institute of Social Sciences); 3) Direction and solutions for the development of Laos-Vietnam comprehensive friendship and cooperation (Dr. Khammone Chanthachith, Deputy Director General, Department of Science Management, Lao National Institute of Politics and Administration); 4) Solutions to strengthen and develop the special friendship between Vietnam and Laos in the period 2017-2025 and vision 2030 (Associate Professor Pham Minh Tuan, Director of the Political Academy of Region II, Ho Chi Minh City).

The workshop has been received many exchanges, discussions, valuable ideas, focused on the exchange of research results and evaluations from different perspectives on traditional Vietnam - Laos relations in the past 55 years, in the context of political and economic environment, defense and security of the region, international and many changes; exchange of research results, assessments from the point of view of interests and policies of the parties, evaluating recent developments in the world and the region affecting the relations between Vietnam and Laos; Recorgnizing the difficulties and constraints posed in connection with the need to strengthen the Vietnam-Laos relationship in the coming time, to propose solutions and proposals of practical significance to the Party and the State in the matter. Working out guidelines and direct the implementation of special and comprehensive cooperation between Vietnam and Laos in the coming period, in the context of Vietnam's efforts to implement foreign policies and guidelines in the spirit of the Great The 12th Congress of the Communist Party of Vietnam and Laos is trying to realize the Resolution of the 10th Lao People's Revolutionary Party Congress.

Speaking at the closing workshop, Assoc. Le Quoc Ly, deputy director of the National Political Academy of Ho Chi Minh City, highly appreciated the responsibility and sentiments of the Organizing Committee of the workshop, Binh Thuan province and the delegates who contributed to the successful organization of the workshop.
The speeches, exchanges of ideas very lively and frankly have evaluated comprehensively and deeply the relations and cooperation between the two countries during the past 55 years. Besides, evaluating the achievements, frankly pointed out the limitations, challenges and factors that have an adverse effect on the relationship between Vietnam and Laos. The speeches are well aware that the two sides will continue to set the highest priority together with striving to raise the special traditional friendship and comprehensive cooperation between Vietnam and Laos to develop with more effective, more sustainable. In the atmosphere of cooperation between the two countries, researchers in each of the four countries participating in this workshop are main people in the study and evaluate bilateral relations. They pioneered in propaganda, advised on planning directions, guidelines and policies for the two Parties and two States to promote the relationship of the two countries in the new period. The success of the Conference is an important manifestation of our determination to strive to inherit and cultivate special solidarity, loyalty and solidarity, and comprehensive cooperation between the two Parties, The two countries have contributed positively to the cause of national construction and defense in each country, as well as peace, cooperation and development in the region and the world.
In the closing speech, Assoc.Prof.Dr. Thongsalith Mangnomek, director of Laos National Academy of Politics and Administration, also confirmed the success of the workshop. Participants in the workshop had good ideas and shared valuable experiences, however, due to time limitation, delegates did not have much opportunity to exchange lessons and experience more deeply. Assoc.Prof.Dr.Thongsalith Mangnomek hopes that the workshop will contribute to develop the friendship between the two parties, the two States and the people, improve the cooperation and comprehensive development among the four Academy.
The workshop ended well, as a milestone in the chain of events celebrating the 55th anniversary of diplomatic ties and the 40th anniversary of the signing of the Vietnam-Laos Friendship and Cooperation Agreement as well as in the relationship among the four Academy : the Ho Chi Minh National Political Academy, the Vietnam Academy of Social Sciences, the Laos National Academy of Politics and Administration, and the National Institute of Social Sciences of Laos. The next event is the International Scientific Conference on "Hồ Chí Minh and Cay Xỏn Phôm Vi Hản - Theorist - The Outstanding Practices of the Vietnam - Laos Revolution" will be organized by four coordinating Academy in Hanoi. Vientiane, Laos at the end of August in 2017./.
