Directive 06 – CT-TW of the Secretariat on strengthening the Party's leadership in family building work in the new situation

On June 24, 2021, the Secretariat issued Directive 06-CT/TW on strengthening the Party's leadership in family building work in the new situation. The directive continues to affirm that family building is both the goal and the driving force of the country's sustainable development. The family is the cell of the society, where the race is maintained, the environment for storage, education and transmission of national cultural values ​​is passed on to family members. Building a happy family is the foundation for building a happy society, a very important issue for our nation.
 
The directive requires all levels of Party committees, organizations of the Party, Government, Fatherland Front and mass organizations to identify and properly perceive the role and importance of the family and family building work in the new situation. Identifying family is one of the important factors determining the sustainable development of the country. The family is the object of influence, implementation and beneficiaries of socio-economic development policies. Building a prosperous, progressive, happy and civilized family is one of the important contents and requirements throughout the cause of national renewal and development.
 
The directive sets out specific tasks on continuing to build and replicate typical cultural and family models, grandparents, exemplary parents, filial descendants, harmonious husband and wife, brothers and sisters unite, love each other. Upholding the role of the family in nurturing, orienting values ​​and educating the young generation. Resolutely fight against pragmatic lifestyles, social evils, domestic violence, and abolish outdated customs and practices in marriage and family. Overcome disease of achievements and forms in family building work.
 
The directive requires further improvement of the family law and policy system in the direction of focusing on family activities, ensuring social cohesion and the role of the family. Family policies must aim at building a prosperous, progressive, happy and civilized family, focusing on children, the sick and the elderly. Develop a system of providing basic social services for families, supporting families to develop sustainably and happily and realize gender equality. Mobilize individuals, social organizations and communities to participate in providing family services and to take care of and support poor and disadvantaged families; ensure that families have access to basic social services in a fair, equal and favorable manner. Linking the implementation of family building work with the master plan on socio-economic development in ethnic minority and mountainous areas; National Target Program on Sustainable Poverty Reduction; National target program on new rural construction.
 
At the same time, the Directive requires improving the state management capacity on family building work. Building and developing the Vietnamese family value system in the new period. Develop national digital data on families as a basis for making policies, programs and plans for socio-economic development. Promote and renew the work of popularizing, propagating and educating policies and laws on marriage and family; family cultural standards and values; knowledge and skills to build a family; family risks, helping people proactively prevent negative effects on their families. Promoting the role of family, community and society in building a cultural environment, Vietnamese people are rich in kindness, tolerance, sincerity, trust, respect for morality, industriousness, hard work, thrifty, creative, aspirational, modern.
 
Directive 06 was born at the right time for the whole country to begin the first year of implementing the Resolution of the 13th Party Congress and the implementation of the 10-year socio-economic strategies for the 2020-2030 period. At the same time, the 2030 Agenda for Sustainable Development, with a vision to 2030, adopted by the United Nations on September 25, 2015, also stated the need to ensure social security and access to services basic society, creating full, productive and sustainable jobs for all. In the period of 2021-2030, sustainable social development in terms of hunger eradication and poverty reduction, ensuring healthy lives and enhancing welfare for all, ensuring sustainable economic growth, creating full employment, ensuring ensure equity, reduce social inequality, ensure a safe living and working environment, etc... These are important goals that Vietnam has developed in the specific Implementation Plan to implement the 2030 Agenda for Sustainable Development under Decision No. 622 of the Prime Minister dated May 10, 2017. Most of those goals focus on human development, in which the role of policies, institutions, social services for individuals and families, and the social security system are very important... At the same time, to ensure fairness and no one is left behind in the development process, specific social groups and family groups also need to be taken care of in the development process. The current new context such as digital, Industry 4.0, the explosion of the internet and social networks, etc... requires a new, more "dynamic" view of the relationship of family institutions with other social institutions such as economy, culture, politics, etc… understand and promote the role and participation of the family in sustainable social development processes, as current development goals and motivations all emphasize the human development factor, which is also the ensure the stability and development of the family, where each individual person of the society is born, raised and matured. With many changes in the international and national context, family characteristics are also changing sharply, requiring breakthroughs in family work in the new situation.
 
The Institute for Family and Gender Studies actively participated in the review process of Directive No. 49-CT/TW dated February 21, 2005 of the Secretariat on building a family in the period of industrialization and modernization of the country. ” according to Decision No. 2722-QD/BTGTW dated March 18, 2020 of the Central Committee for Propaganda and Agitation and during the consultation process on the development of Directive 06 CT/TW of the Secretariat and Instruction 15-BTGTW of the Propaganda Department about family affairs. The Institute for Family and Gender Studies has conducted “Independent assessment report on the results of 15 years of implementing Directive 49-CT/TW of the Secretariat on building a family in the period of industrialization and modernization of the country" by Assoc.Prof.Dr. Tran Thi Minh Thi, Director of the implementation. At the same time, the Institute's scientists contributed comments to the Final Report of 15 years of implementing Directive No. 49-CT/TW dated February 21, 2005 of the Secretariat (Term IX) on "Building a family" period of industrialization and modernization of the country”. The report and contributions of the Institute are built on the basis of research results on the family of the Institute of Family and Gender Studies in recent years and of the Program "General study on family in the period of time" industrialization, modernization and international integration” period 2016-2019 of Vietnam Academy of Social Sciences, as well as information and data from the summary reports of 15 years of implementing Directive No. 49- Program/TW of 63 provinces and cities and a number of central ministries and agencies. The constructive comments have clarified the results and limitations of the family building work in the past time and proposed the development of a new Directive on the family to suit the new situation. The new situation here is understood in a number of aspects such as Vietnam's economic development, new values, new characteristics of the family that are forming in the process of industrialization and modernization, the role of The importance of family to individuals, society and sustainable socio-economic development, industrial revolution 4.0 and international integration. The assessment report recommended issues of concern about families in the new situation, including:
 
(1) Review and finalize the policy; (2) Implement economic and social policies that focus on family and build a family to ensure social cohesion and caring role; (3) Social policies and services that ensure fair and equal access among existing family forms; (4) Continue to promote family economic development programs; (5) Changing perceptions about how to educate children in the family; (6) Continue to promote propaganda and communication activities on gender equality; (7) Disseminate research results in order to preserve, promote and orient public opinion for family values ​​in the period of modernization and international integration; and (8) Develop new content for the goal of building a family in the new period.
On July 21, 2021, the Central Committee for Propaganda and Education issued the Instruction No. 15- BTGTW on the implementation of Directive No. 06-CT/TW, clearly defining family activities as the focus of all activities socio-economic development policies and plans; building a prosperous, progressive, happy and civilized family according to the Resolution of the 13th Party Congress. In organizing implementation, Guideline 15 proposes the National Assembly Party Committee to direct the building, amend, supplement and perfect the system of legal documents related to the family in the direction of focusing on family activities, ensuring social cohesion and the role of the family. The Government Party Personnel Committee leads and directs agencies and units with the function of researching, building and developing the Vietnamese family value system in the new period. The Party Committee of the Ministry of Culture, Sports and Tourism accelerates the formulation of the Vietnam Family Development Strategy for the period of 2021-2030, with a vision to 2045; Development of national digital data on families. Coordinate with the Vietnam Academy of Social Sciences and relevant ministries and branches to research and perfect the construction and development of the Vietnamese family value system in the new period.
 
The Institute for Family and Gender Studies has actively participated and contributed many valuable scientific and practical ideas to the Project Summarizing 15 years of implementing Directive 49-CT/TW, the process of advising and promulgating the Directive 49-CT/TW. Directive 06 CT/TW and Guidelines for the implementation of the Directive of the Central Propaganda Department. These contributions contribute to connecting scientific research results to evidence-based policy making and policy making, thereby contributing to building a prosperous, progressive and happy Vietnamese family civilization according to the Resolution of the 13th Party Congress as well as the goal of building a Vietnamese family in the new situation.
