1992’s constitution (amended in accordance with Resolution no. 51/2001/QH10 dated 25/12/2001) has been in existence for 20 years now. As a fundamental political and legal document of the country, the constitution has had a major part in the country’s success in undergoing reform.

In light of rapid changes happening globally and in our own country, as well as the vision of becoming a socialist country, the 1992 constitution contains some contents now considered to be obsolete. Well aware that changes need to be made carefully on a scientific and objective basis, the 11th National Assembly passed the objective: “Quickly study and amend the 1992 constitution (amended in 2001) so that it conforms to current conditions”. The central committee of the communist party of Vietnam has formulated plans relating to the constitutional amendments.

Political regimes, economic policies, culture, education, science and technology, national security, government organization, and especially civic rights and obligations are key areas of the constitution that need to be amended. Requests for amendments must be based on concrete results and relevant laws. The directives of the party must be taken into careful consideration. And the newly amended constitution is to be an evolution of its previous versions.
