President Nguyen Quang Thuan welcomed the delegation of the National Research Council for Economics, Humanities and Social Sciences

On the morning of July 25, 2019, Prof. Dr. Nguyen Quang Thuan, President of the Vietnam Academy of Social Sciences (VASS - Academy) welcomed the delegation of the Korea National Research Council For Economics, Humanities and Social Sciences (NRC) to exchange cooperation plan between VASS, NRC, affiliated units in the coming time and sign the Memorandum of Understanding (MOU) between the two sides at the headquarters of Academy, No. 1 Lieu Giai, Ba Dinh, Hanoi.

Attending the meeting, on the VASS side, there were: Prof.Dr. Nguyen Quang Thuan, President of the Academy; Dr. Dang Xuan Thanh, Vice President of the Academy; Mr. Nguyen Thanh Ha, Head of the International Cooperation Department; Assoc.Prof.Dr. Nguyen Thi Hoai Le, Head of Scientific Management Board; Dr. Nguyen Bui Nam, Chief of Office; Assoc.Prof.Dr. Bui Quang Tuan, Director of Vietnam Institute of Economics; Dr. Nguyen Dinh Chuc, Director of the Institute of Regional Sustainable Development; Assoc.Prof.Dr. Pham Hong Thai, Acting Director of Institute for Northeast Asian Studies; Assoc.Prof.Dr. Nguyen Duc Vinh, Director of Institute of Sociology. Opening the meeting, VASS's President Nguyen Quang Thuan gave an overview of the functions and tasks of the Academy. He said that the VASS has international cooperation with most research organizations and large universities around the world; in particular, Korea is an essential scientific partner of research institutes under the Academy and Vietnam. The President stressed that one of the Academy's main tasks in this period was to focus on research results about document development of the XII Party Congress - Vietnam's major and special political events. Therefore, the Academy wished to focus on research collaboration with NRC in many fields. Since then, President Nguyen Quang Thuan has provided some main cooperation contents. The first content: Research, evaluation and forecast international and regional situation. Professor affirmed that this was an important content because the international and regional situation has changed so rapidly, complicatedly and unpredictably in recent years such as the US-China Trade War, South Korea-Japan relations, North Korea issues, US-Iranian relations, problems on the South China Sea. Besides, these things have not only impacted the whole world but also in each country, including Vietnam and Korea. The second content: Research on the environment. Prof.Dr. Nguyen Quang Thuan emphasized that this is Korea's strength because, in the past years, VASS has had many cooperation projects with Korea on this topic such as green growth, sustainable development. He also believed that Korea could share many valuable experiences for Vietnam in this area. The third content: Agricultural development in the new context, adaptation to climate change and Industrial Revolution 4.0 (IR 4.0). The fourth content: Research on urbanization and migration. The fifth Content: Studying on Science and Technology development policy in the new context. Mr. Nguyen Quang Thuan proposed appropriate forms of cooperation to implement the collaboration contents on (1) Maintaining multi-party international conferences (VASS and NRC collaborate with a third party or several other units to co-organize the International Conference on a joint research topic); (2) Exchange of officers and experts between the two parties; (3) Exchange documents and information between the two parties.

In response to the President of VASS, Mr. Seong Kyoung Ryung, the Chairman of NRC said that the construction of VASS is quite similar to the NRC; especially, the Humanities section of VASS is very developed. Mr. Seong Kyoung Ryung assessed that Vietnam's socio-economic growth is currently quite high. At this point, both Vietnam and Korea have similarities in speed and scope of development. Therefore, with the similarity of development and operational structure of VASS and NRC, NRC's President expressed his belief that after the MOU signing ceremony, VASS - NRC cooperation would be more sustainable and far-reaching. According to him, to concretize the cooperation contents proposed by Prof. Dr. Nguyen Quang Thuan, the two sides should establish a joint research team to discuss with each other to select the research topics of mutual concern. From there, it will be easy to organize annual academic seminars based on the obtained research results. Regarding the form of officers and experts exchange between two sides, Mr. Seong Kyung Ryung said that after the two parties selected the appropriate experts, the necessary thing is to organize many exchanges between Vietnam and Korea and vice versa; at the same time, need to organize training programs and training courses so that officers and experts of both sides to share research topics as well as the most effective methods of cooperation. The President also said that NRC has a lot of websites that publish news, data and research topics for subjects of interest. NRC has willing to translate the information into English if VASS has interested. Besides, Mr. Seong Kyoung Ryung expressed his impression on the two research areas: VASS's predictive analysis and sustainable development. He hoped to receive many comments and assessments from VASS's scholars on the Korean issues being specifically concerned these days, namely North Korea issues and Korea-Japan relations.

The meeting took place in a very focused manner with a highly constructive spirit. Delegates from two sides gave many contributive comments and proposals for VASS - NRC cooperation activities in the coming time. The delegates all agreed to promote cooperation through joint international conferences, especially multi-party collaboration. It is necessary to establish a joint research team of both parties to select an appropriate research topic. A number of joint research topics were also approved by delegates such as increasing productivity, promoting competition through innovation and digital transformation, studying on the marine economy, since there are geographical similarities of the two countries - long sea border, researching on urbanization and agricultural conversion to high-tech agriculture, it means agriculture associated with many other professions, such as Ecotourism (agriculture associated with services)…, improving the capacity of small and medium enterprises…

The meeting ended successfully with the MOU re-signing ceremony. President of VASS affirmed that the re-signing MOU between VASS and NRC was vital because it was the legal framework to promote cooperation between the two sides in the coming time. Prof. Dr Nguyen Quang Thuan appointed the International Cooperation Department to be the contact point of the Academy. At the same time, he suggested VASS quickly join with the NRC in building a mutual Research Team to identify topics and forms of collaboration for each year; encouraging institutes under VASS to strengthen cooperation with NRC. On this occasion, President VASS also expects Korea to provide more financial support so that the projects could be implemented more effectively. President Seong Kyoung Ryung expressed his profound gratitude for the utterly respectful reception from VASS. He said the International Cooperation Department of NRC Policy Center would be the direct contact point with VASS. Mr Seong Kyoung Ryung also suggested cooperation topics should be given in 2 levels: VASS - NRC level and under VASS - NRC level. The President of NRC hoped that from now to October 2019, the working levels of both parties would have been able to select cooperation topics. He believed that with ever-expanding cooperation opportunities, VASS and NRC would gain better research results in the coming time; At the same time, Vietnam would overcome the difficulties and challenges of the new backdrop with Korea's willingness to share experiences and knowledge.
