International Conference on "Promoting Industrial Cooperation between Korea and Vietnam"

With the approval of the Executive Committee of Vietnam Academy of Social Sciences (VASS) and within the framework of the cooperation agreement signed between the Institute of World Economy and Politics (IWEP) and Korea Institute for International Economic Policy (KIEP), on July 18th, 2013, in Hanoi, IWEP under VASS and KIEP co-organized the conference "Promoting Industrial Cooperation between Korea and Vietnam".

Korean participants in the conference included: Dr. Lee Chang Kyu, KIEP; Prof.Dr. Park Bok Yeong, Kyung Hee University; Prof.Dr. Kim Jong Il, Donguk University; Prof.Dr. Woo Myung Suk, Korea National University of Education; Prof.Dr.  Chae Jae Eun, Gachon University; Dr. Kwon Kyoung Doug, KOTRA office in Vietnam; Mr. Goo Ryuo In, C&N VINA; and representatives of Korean companies investing in Vietnam. The Vietnamese participants included: Assoc.Prof.Dr. Chu Duc Dung, Director-General of IWEP; directors of departments and research institutes of VASS; representatives of Vietnam Communist Party, Parliament, research institutions and other universities in Hanoi.

The aim of the conference was to seek ways to further strengthen industrial cooperation between Vietnam and Korea. Since the two countries established official diplomatic relations in 1992, bilateral economic cooperation activities between Vietnam and Korea have developed rapidly in the sectors of industry, culture, trade and investment. Today, Korea is Vietnam’s 4th-largest import destination and 9th-biggest exporter. In 2012 Korea became the 4th largest investor in Vietnam in terms of registered capital accumulated  and the 1st if considering project numbers. There are more than 62,000 Vietnamese workers in Korea. Vietnam and Korea should continue to take action to overcome policy challenges, and reinforce bilateral cooperation in the fields of investment, production networks and labour exchange.

The conference was divided into four sessions:

 1st session: Industrial policy, with the following presentations: “Korea’s economic and industrial policy for overcoming the Asian Financial Crisis of 1997 and its implications for Vietnam’s economy” – Prof. Dr. Park Bok Yeong, Kyung Hee University; and “Vietnam’s industrial policy and its implications for industrial cooperation between Vietnam and Korea” – Dr. Nguyen Binh Giang, IWEP.

2nd session:  Economic zones, industrial clusters and a case study, with the following presentations: “Vietnam’s development of (and/or challenges for)  economic zones and/or industrial clusters and its implications on bilateral industrial cooperation between Vietnam and Korea” – Mr. Dang Xuan Quang, Foreign Investment Agency; and “Case study of Industrial cooperation between Vietnam and Korea” – Mr. Ông Goo Ryuo In, C&N VINA.

3rd session:  Trade and production networks, with the following presentations: “Trade and production networks between Vietnam and Korea” – Dr. Jaewan Cheong, KIEP; and “Vietnam’s strategy for participating in global production networks” – Dr. Bui Thai Quyen, Graduate Academy of Social Sciences (GASS).

4th session:  Vocational training and industrial cooperation, with the following presentations: “Main issues and roles of ODA in the development of vocational training in Vietnam and its implications for Korea’s ODA policy” – Dr. Bui Quang Son, GASS; and “Vocational training and economic growth in Korea” – Prof.Dr. Chae Jae Eun, Gachon University.

The conference provided an opportunity for Vietnamese and Korean scientists and managers to share and exchange opinions and discuss cooperation in the field of industry and key policy challenges to promoting the cooperation.

The conference was an activity of the program of cooperation between VASS and KIEP that has been running for several years and aims to promote scientific research collaboration between VASS and KIEP in general and IWEP and KIEP in particular.
