Conference on “Development of economy in the Central Highlands toward sustainability”

In the morning on October 16th 2014, in the 3D hall at the head office No. 1A, Lieu Giai street, Ba Đinh district, Hanoi, National priority Program of “Science and Technology for economic-social development in the Central Highlands in the period of 2011-2015” (3th Central Highlands Program), Vietnam Institute of Economics, Vietnam Academy of Social Sciences (VASS) and 03 National Projects of 3th Central Highlands Program were in cooperation to hold the conference on “Development of economy in the Central Highlands toward sustainability”

Attendants of the conference are: Assoc. Prof. Dr. Tran Dinh Thien, Director of Vietnam Institute of Economics and chairmen of the projects (Assoc. Prof. Dr. Bui Quang Tuan, Assoc. Prof. Dr. Nguyen Trong Xuan, Dr. Vu Tuan Anh); and experts, scientists from institutes of VASS and other institutions.

On behalf of the operating groups, chairmen of the projects reported major research findings, evaluation of fact and analysis of advantages, challenges of development in the Central Highlands. From that, the reports provide suggestions, recommendations and policies for sustainable development in the Central Highlands in connection to conditions of integration and association. 

First report: “Restructure of economy in the Central Highlands toward sustainable development” was presented by Assoc. Prof. Dr. Bui Quang Tuan, Director of Institude of Regional Sustainable Development, provided background of economy structure in the Central Highlands in many following aspects: (i) Small size of the economy (mainly agriculture); (ii) Economic-social infrastructure is not simultaneous; (iii) Infrastruture of industry, urban, tourism service and agriculture is low; (iv) Other areas of processing industry, pig and poultry breeding, exports, tourism, investment are odd, particularly natural resources (forests, soil) decrease seriously.

For the facts, Assoc. Prof. Dr. Bui Quang Tuan suggested restructure of economy in the Central Highlands toward sustainable development. Those are: (1) Renewing thought and awareness (based on advantages and protential factors, and the region’s important position of economy-society, defence security, biology environment); (2) Close connection between development and intermarkets for using effectively resources of forests, soil, minerals; (3) Promotion of private and foreign sectors; (4) Strengthening application of technology science into state administration of environment, resources; (5) Sustainable Development of pillars: economy, society, environment, culture, politics in tight and suitable relation to State administrative capacity; (6) Enhancement of human resource quality and capacity of personel system who implements policies …

Second report: “Administration and use of property in the Central Highlands” of Dr Vu Tuan Anh, Vietnam Institute of Economics pointed out risks of conflict in ineffective use and adminstration of property in the Central Highlands caused by four factors: (1) Great movement of population is uncontrollable in many years; (2) Change in economic model from pre-feudal into produce models of estate or farm size; (3) Over exploitation of natural resources (soil, forests); (4) Conflict of cultural characteristics between original community and immigrants.

As such, Dr. Vu Tuan Anh provided four recommendations and solutions of general policies at centre and local levels, toward sustainable use and administration of soil and forest resources. 1. Renewing institution, planning of resources development and administration: Evaluation of impacts of environment on general planning strategy of social-economic development in the region and provinces, economic projects; Implementation of green growth model. 2. Restructure of land-holding and property administration, of state agro-forestry companies, and empowerment of people on duty to use property. 3. Promotion of proactive tradition and community administration (strengthening democracy and transparency of state administration of soil, forests, water and underground resources). 4. Solving lack of productive land for local people, particularly ethnic minorities.

Third report of Assoc. Prof. Dr.  Nguyen Trong Xuan, Vietnam Institute of Economics has subject of “Development of enterprises in the Central Highlands”. The report shows that specific characteristics (quality and quantity) of enterprises in the Central Highlands is limited. As such, the report provides four recommendations of policies for development of enterprises in the region. (1) For credit policy (The State Bank of Vietnam grands priority credit to private enterprises and reduces prolix procedure, heavy mortgage for loan); (2) Developmeng of infracstructure in connection to surrounding provinces and cities via inplementation of suitable policies in combination three resources (State, people and foreiners); (3) Reform of state administration system and inplementation of state support policies; (4) Providing information of analysis, price forecast, productivity in different markets to enterprises and people.

Drawing speaches, comments of participants for correction of the reports of the projects, Assoc. Prof. Dr. Tran Dinh Thien confirmed that findings of the three national projects contribute materials to sustainable development in the Central Highlands. This is an important factor that contribute to general stability of the country in industrialization, modernization and global economic integration.
