There is the participation of Dr. Prof. Nguyen Xuan Thang – a member of Central Committee of the Communist Party of Vietnam, Party Secretary, President of VASS; representatives of central offices, functional departments of VASS, scientists of organizations, universities and researchers in Vietnam including Vietnamese Linguistic Group, Group of Linguistic Studies in Hanoi, Academy of Journalism and Communication, University of Social Sciences and Humanities – Hanoi National University, Hanoi National University of Education, 2nd Hanoi National University of Education, National Economics University, Hanoi University, Hanoi Capital University, Hanoi University of Home Affairs so on. Also, Institute of Linguistic Studies, Institute of Dictionary Studies and Encyclopedia, Institute of Information and Social Sciences, Institute of HanNom Studies and Institute of Vietnamese Educational Sciences joined in the conference.
The conference received a wide support and encouragement of many international researchers from America. China, Australia, Japan, Korea, Malaysia, Cambodia so on. Among 277 reports, there are 39 reports of oversea scholars.
On behalf of leaders of VASS, Prof. Dr. Nguyen Xuan Thang has delivered a warm welcome to the conference after the opening speech of conference leader - Prof. Dr. Nguyen Van Hiep – Director of Institute of Linguistic Studies. Mr. Thang also stated about the significant development of Vietnam during 30 years of implementing the new policies to develop, to transform into the socialist oriented market economy. The Institute of Linguistic Studies has quickly adapted to the world trending and modern theories then obtained remarkable achievements in both theoretical and practical aspects. This international conference is an important event to not only researchers of Institute, but also local and international philologists. The president of VASS strengthened on one of the key focuses of the Institute of Vietnam Linguistic Studies is to maintain and promote the transparency of Vietnamese, especially to pay attention to the diversity of language of minority’s ethics such as their rights of using their own language and writings as regulated in Constitution. President Nguyen Xuan Thang expects and believes that the conference will discuss about new issues and achieve new knowledge in specialized fields of sciences based on the contribution to the national sustainable growth together with the eager to exchange useful knowledge as well as the friendly collaboration of both local and international. The conference is an occasion to discuss basic and current issues of linguistics in Vietnam over 30 years. Also, it is the event to define key tasks of research work in the future.

There are 3 major reports presented at the conference:

2. Associate Prof. Dr. Bui Manh Hung (Hochiminh University of Education): Linguistics – Systematic Functions: Apply to build the Literature program (Experiences of Australia and Recommendations for Vietnam)
3. Prof. Dr. G. Diffloth (Siem Reap, Cambodia): The overview of history of Southern Asia language system.
Afterward, the conference has divided into 5 small groups:
The 1st group on Basic and current issues of phonetic, vocabulary, word meaning, and grammar with 10 over 69 reports presented;
The 2nd group on Basic and current issues of Dialect studies, History of Vietnamese language, The relationship of Language and Culture with 16 over 55 reports presented;
The 3rd group on Basic and current issues of minority ethics in Vietnam with 9 over 39 reports presented;
The 4th group on Basic and current issues of Social Linguistics with 13 over 58 reports presented
The 5th group on Basic and current issues of Applied Linguistics with 15 over 53 reports presented
Within one working day (from 8am to 6pm), the conference has attracted a large number of researchers including representatives, those who have reports presented and scientists It could be said that it is the biggest international conference organized by the linguistics industry. Organizers are having plan of collecting, editing and publishing the Year Book in the soonest time.
