Covid 19 pandemic - An opportunity for Vietnam to make a breakthrough in digital transformation

The Covid-19 pandemic has had a negative impact on the entire political, economic and social life, but at the same time is also a driving force to help Vietnam's digital transformation to rise sharply. The digital economy is becoming a characteristic and an inevitable trend in the world, researched, applied and developed by many countries. Especially, under the impact of the Covid-19 pandemic, digital transformation has become a mandatory requirement for every country and business.

The three pillars of digital transformation include digital government, digital society and digital economy. The process of digital transformation is building a digital ecosystem in which the Government, people and organizations/businesses also have to change to adapt. Digital transformation, digital economy, although it has been mentioned for a long time, it is not really close, not easy to understand for the majority of people. The role and contribution of digital transformation and the digital economy to society and the national economy has not really been clarified (ICT).
 
But surprisingly, during the Covid-19 pandemic, digital transformation and the digital economy have quickly become closer, easier to understand, and more known. A lot of things people can see and feel, and the role of the digital economy in the national economy has gradually been shaped and is gradually becoming much clearer. The most obvious is that conferences, seminars, meetings, learning... have been online. Video Conference technology has been around for a long time, many government agencies and businesses have equipped Video Conference systems, but most of the previous meetings were still offline because they often followed the habit of having to meet in person, must discuss directly to have a conclusion, then deploy the new job to run. This is not only in Vietnam, but also in other countries, including Western countries and international organizations.
 
But when the Covid-19 pandemic occurred, the isolation and blockade of the whole neighborhood, the whole city, and even the whole country. Domestic flights are limited. International flights are disrupted frequently. From easy meeting, now not being able to meet, while the demand for conferences, meetings, discussions, exchanges, decision making has increased, many decisions need to be made quickly and promptly. Therefore, the regular Government meeting is held in the form of online. Understanding the epidemic situation in each province, each locality, discussing and then making decisions, anti-epidemic decisions are all through those online meetings. Online meetings of the Government, of the National Steering Committee for Covid-19 prevention and control, of the Ministry of Health, of localities, etc... are regularly held. Not only government meetings, including ASEAN meetings, ASEAN expansion (ministerial meetings, head of state meetings), meetings of the Association of Asia-Pacific countries (APEC), meetings of the United Nations Security Council are also conducted online. That is the first time people around the world have witnessed that national leaders can still hold meetings, still talk, still discuss, and still make decisions without having to fly special planes with a large entourage.
 
Thus, it is clear that digital transformation and digital technology have directly participated and really helped the Government and authorities at all levels in directing, administering and preventing epidemics at the national level, as well as in provinces and cities and in each organization and unit.
The same goes for training at the high school and university level. Although parents are sometimes not very satisfied with their children's online learning, but if we don't organize online learning, in the past 2 years tens of millions of students will drop out of school, stay in class and wait until the next day when Covid - 19 pandemic is over. Postgraduate training, soft skills training, training in technology, business, sales, leadership, management, entrepreneurship, finance, securities, even university exam preparation, have all moved to online training, there are classes of hundreds and thousands of students attending.
 
Online business and production activities can be continued such as solution presentation, online technical proposal, presentation and protection of project design, online construction plan, project kick-off ceremony, ceremony, acceptance of online contracts... These are all events that had to be done in a large meeting room, large space, large gatherings of people, which cost both money, time and human resources.
 
All of the above work, during this Covid-19 pandemic, has made great strides. Without the Covid-19 pandemic, such rapid progress would not have been possible. It is this Covid-19 pandemic that has shown the advantages and importance of digital technology, digital transformation and the digital economy. With the growth rate of the digital economy, it will certainly be one of the important economic sectors of the country.

Resolution No. 52 - NQ/TW dated September 27, 2019 of the Politburo on a number of guidelines and policies to actively participate in the Fourth Industrial Revolution has set a goal to strive towards 2030, Vietnam completed building a digital government, the digital economy reached about 30% of GDP and ranked among the top 50 countries in the world and ranked 3rd in the ASEAN region in terms of e-government and digital economy.
 
We are facing the challenges and opportunities of the 4.0 industrial revolution. Its core problem is digital transformation. This revolution is an opportunity for Vietnam to develop breakthroughs and implement digital transformation - a matter of life or death, there is no other choice. Prime Minister Pham Minh Chinh in his online speech at the Global Trade in Services Summit 2021 on September 2, 2021 emphasized: " As a dynamic developing economy in ASEAN, with a market nearly 100 million people in the country, in which the young population accounts for a high proportion, has an innovative spirit, is able to quickly adapt to digital technology, and the potential for development of the digital economy in Vietnam is enormous. big. Currently, Vietnam has about 70% of the population using the Internet, which is one of the countries with the highest digital technology development rate in the world ” .
