Scientific conference "Solutions to promote the role of the Vietnamese community in the Russian Federation and the CIS in the new context"

Within the framework of the scientific and technological cooperation project under the protocol "Vietnamese Community in the Russian Federation and the CIS 1991 - 2018" chaired by the Institute of European Studies and the Russian Institute of Socio-Politics is the implementation coordination, on the morning of August 25, 2022, at the headquarters at 176 Thai Ha, Dong Da, Hanoi, the Institute of European Studies (Vietnam Academy of Social Sciences) held a workshop science "Solutions to promote the role of the Vietnamese Community in the Russian Federation and CIS in the new context".

Attending the seminar were a large number of delegates, distinguished guests, representatives of state management agencies, business associations and scientists from the Vietnam Academy of Social Sciences as well as from many research institutes, universities and institutions.

According to the report of the State Committee of Overseas Vietnamese, the overseas Vietnamese community currently has about 5.3 million people, currently living and working in 130 countries and territories around the world. The Vietnamese community in the CIS countries, mainly in the Russian Federation, has about 80-100 thousand people, most of whom have studied and worked in the former Soviet Union. This is a strong, united and well-organized community, an important economic and brain resource in the construction and defense of the Fatherland, and a bridge between Vietnam and the CIS countries.

In recent years, the overseas Vietnamese community has been deeply concerned by the Party and State, and has issued many policies to mobilize all resources to serve the cause of industrialization, modernization and development country. Starting from Resolution No. 36-NQ/TW (March 26, 2004) of the Politburo on the work of overseas Vietnamese, special attention has been paid. Next, the Politburo issued Directive No. 45-CT/TW, dated May 19, 2015 on continuing to accelerate the implementation of Resolution No. 36-NQ/TW, dated March 26, 2004 of the Politburo IX course on work for overseas Vietnamese. Recently, the Politburo issued the conclusion No. 12-KL/TW, dated August 12, 2021 on overseas Vietnamese work in the new situation. In particular, it is emphasized to well implement the Resolution of the XIII Congress of the Party, to meet the requirements of the cause of national construction and defense; In the coming time, the work of overseas Vietnamese should continue to be implemented more comprehensively and strongly, thereby promoting the great resources and patriotic spirit of our compatriots abroad towards the homeland, country.

Speaking at the opening of the Conference, Assoc.Prof.Dr. Nguyen Chien Thang, Director of the Institute of European Studies warmly welcomes delegates and scientists attending the Conference. Assoc.Prof.Dr. Nguyen Chien Thang said that the Vietnamese community in the Russian Federation and the CIS has a high patriotic spirit, is relatively well integrated, and always looks towards the country. The majority of people are increasingly stabilizing their lives and integrating into the society where they live, have a certain position in the economic, political and social life in the host country, and have different impacts on their lives, relations between those countries and Vietnam. Successful Vietnamese people in Russia and the CIS have returned to invest in the country and many businesses have successfully contributed to socio-economic development in Vietnam, some businesses even returned to invest and do business in Russia, CIS in recent times.

Assoc.Prof.Dr. Nguyen Chien Thang also pointed out that the majority of Vietnamese people living in Russia and the CIS are still in a short-term status of residence, have not yet been granted a legal long-term and long-term settlement, easily falling into illegal residence, illegal labor and migration, illegal trade, etc. Assoc. Nguyen Chien Thang emphasized that, recently, the Covid-19 pandemic and the conflict between Ukraine - Russia, the embargoes imposed by the US and Western countries on Russia and Belarus... caused heavy consequences for development. socio-economic development of these countries, and at the same time have a strong impact on the life, activities and business of the Vietnamese community here.

In order to promote the role of the Vietnamese community in these countries, director of the institute, Nguyen Chien Thang hopes that the workshop will focus on discussing together to identify the status of the community's role, propose solutions, propose policies to the Party, State and functional agencies in order to best promote the contributions of overseas Vietnamese, including the Vietnamese community in Russia and the CIS in the cause of national construction.

Speaking at the seminar, Assoc.Prof.Dr. Dang Minh Duc, Deputy Director of the Institute of European Studies, Head of the thesis topic, note, the overseas Vietnamese community was formed along the way of cooperation between workers, students, interns, graduate students, and people travel, visit relatives and then stay. The Vietnamese community in Russia and the CIS mainly operates in the field of commerce, most of them open shops, do small business, a few set up large enterprises investing in production, garment, service and construction build...

Assoc.Prof.Dr. Dang Minh Duc said that the workshop will focus on discussing a number of issues such as: (i) Orientations, viewpoints and policies of Vietnam, Russia and CIS countries towards the Vietnamese community, in the context new; (ii) New context and impacts on the Vietnamese Community (Russia, Ukraine and Belarus) and solutions and recommendations; (iii) Solutions to promote the role and increase the contribution of the Vietnamese community in Russia, Ukraine and Belarus to the host country and to Vietnam in the new context.

The workshop took place in 2 sessions: Session 1- "New context and some solutions to promote the role of the Vietnamese Community in Russia and the CIS" by Assoc.Dr. Nguyen An Ha, Institute of European Studies and Dr. Nguyen Minh Tri, Former Vietnamese Ambassador to Ukraine chaired the session, including the following presentations: (1) “Reporting on survey results and statistics on the number of Vietnamese communities in Russia and the CIS – some recommendations” of Assoc. Dr. Dang Minh Duc, Institute of European Studies; (2) "Vietnam's viewpoints and policy orientations towards overseas Vietnamese in the new context" by MSc. Pham Thi Thu Huong, State Committee of Overseas Vietnamese; (3) “A number of solutions appropriate to the post-Covid situation and the complicated developments of the Russia-Ukraine border dispute, in order to enhance the contribution of the Vietnamese community in Russia in the new situation” by Assoc.Dr. Le Thanh Binh and Nguyen Khanh Linh. Session 2- "Research results and some views, solutions and recommendations to promote the role of the Vietnamese community in Russia, Ukraine and Belarus in the coming period", by Assoc.Prof.Dr. Nguyen Chien Thang and Assoc.Prof.Dr. Dang Minh Duc - Institute for European Studies chaired, including the following presentations: (4) “Some policies of Russia and the CIS towards the Vietnamese Community and some solutions to promote the role of the Vietnamese community Nam" by MSc. Nguyen Thanh Lan, Institute of European Studies; (5): "Promotion solutions of the Vietnamese Community in Belarus" by Mr. Le Thanh Van, Former Counselor, Interim Chargé d'affaires of the Vietnamese Embassy in Belarus; (6) "Promoting the contribution of the Vietnamese Community in Russia from a local perspective: Implications for Hai Phong and other localities of Vietnam" by MSc. Nguyen Duc Phuc, Diplomatic Academy.

On viewpoints and policy orientations towards overseas Vietnamese in the new context, MSc. Pham Thi Thu Huong, Committee of Overseas Vietnamese, said that the Party and State consider "the overseas Vietnamese community to be an integral part and an important resource of the Vietnamese ethnic community". Our Party and State have always cared about the overseas Vietnamese community, guidelines and policies for the community are recorded in many important documents of the Party and State, which are the basis for the whole system to comprehensive implementation of work for overseas Vietnamese.

MSc. Pham Thi Thu Huong emphasized, the XIII Congress of the Party clearly stated: Working on overseas Vietnamese is the task of the whole political system, one of the focus of mass mobilization work; Promoting great national unity, creating conditions for compatriots towards the Fatherland, perceiving and acting in accordance with national - national interests; Support for overseas Vietnamese to have a solid legal status, develop their economy and life, and integrate into the host country's society; Create conditions for the people to preserve the Vietnamese language, national cultural identity, raise national pride and self-respect; Renovate contents and methods, improve the effectiveness of external propaganda; Having policies to attract and take full advantage of the resources of overseas Vietnamese to make active contributions to the cause of national construction and defense; Developing a network of connecting Vietnamese talents, attracting the participation and contributions of the overseas Vietnamese community of scientists; Formulate and implement specific programs to effectively attract and promote good scientists and experts who are foreigners and overseas Vietnamese to serve the cause of national development.

The conference received a lot of discussion and exchange of ideas. This is an opportunity for scientists, managers and experts to clarify and deepen the role of the overseas Vietnamese community; recognize the situation; propose solutions and policy recommendations to the Party, State and functional agencies in order to best promote the contributions of the overseas Vietnamese community, including the Vietnamese community in Russia and CIS in the cause of national construction and defense.
