Attending the ceremony were representatives of the Leading Board of Vietnam Academy of Social Sciences (VASS), Deputy Prime Minister of Lao People's Democratic Republic, President of Lao Academy of Social Sciences (LASS). There were also representatives of agencies and localities of the two countries, Vietnam and Laos.
On behalf of the Vietnamese Government and VASS, Prof. Dr. Nguyen Xuan Thang, member of the Central Committee of the Communist Party of Vietnam, President of Vietnamese Academy of Social Sciences, addressed the commencement ceremony of the Project.
From the urgent demands and consideration of the status of current facilities as well as the development objectives of LASS in becoming the leading national research centre in social sciences and humanities of Lao PDR, providing scientific foundation for the determination of guidelines and policies of the leading Party and Government of Laos, the Government of Vietnam and Laos allowed the investment project “Construction of the Library - Documentation Centre and the Office Building of Lao Academy of Social Sciences” - the period of 2013-2015 (Library - Documentation Centre and the Central Office Building) in the Agreement on Economic, Cultural, Educational, Technical Scientific Cooperation signed between the Government of Vietnam Socialist Republic and the Government of Lao PDR in 2012. The governments of the two countries assigned VASS and LASS to coordinate and implement legal procedures to launch the construction project in the year 2012.
Upon completion, the project will provide modern facilities for scientific research and training demands of scientists, researchers of LASS. This is also the premise for scientific research and research support to have good outcomes. This is hopefully the beginning for the continuing success of the LASS, the cradle for research and training in humanities and social sciences of the country, contributing to the construction and renovation of the country, making Laos more developed and integrated.
VASS identifies this as the project of political significance and strategic importance in the cooperation program between the two Academies in the current and long term periods. The commencement ceremony of the project “Construction of the Library - Documentation Centre and the Office Building of Lao Academy of Social Sciences” - the period of 2013-2015 was one of the key collaborative activities of VASS and LASS, celebrating "year of Vietnam-Lao Unity, Friendship - 2012", the 35th anniversary of signing of Vietnam-Lao Friendship and Cooperation Treaty (18/07/1977 - 18/07/2012) and 50th anniversary of Vietnam-Lao diplomatic ties (09/05/1962 - 05/09/2012). VASS will work closely with LASS in the direction and administration of the project, successfully complete the political task assigned by the two governments.
On behalf of the Leaders of VASS, Prof. Dr. Nguyen Xuan Thang asked the VASS officials who were assigned to implement and manage the Project to complete the task and work closely with the LASS assigned officials to manage the project, ensuring good quality construction, completing the construction plans on schedule and ensuring labor safety.
On this occasion, Prof. Dr. Nguyen Xuan Thang also thanked the two governments, ministries, and the Vietnam-Lao and Lao-Vietnam Divisions of Cooperation, which contributed greatly for the commencement of the Project. VASS and LASS hope to get more attention and help from the ministries and divisions for the project to complete on schedule.
