On behalf of VASS Leaders, Assoc.Prof.Dr. Bui Nhat Quang warmly welcomes the LASES delegation to visit and work at the Academy. The President appreciates the good cooperation relationship with LASES in the past time. Through today's meeting, the President of VASS hoped that the two sides would reconnect scientific cooperation activities that were interrupted after two years of facing the outbreak of the Covid-19 pandemic.
In response to President Bui Nhat Quang, Vice President of LASES Khanlasy Keobounphanh thanked VASS for the warm welcome and hoped that the two sides would continue to exchange research experiences, enhance academic exchanges and exchanges scholars in the near future.
Discussing issues of mutual concern in the coming time, President Bui Nhat Quang and Vice President of LASES emphasized the key cooperation contents:
Firstly, the two sides need to continue to maintain the exchange of delegations at all levels under the MOU, encouraging their affiliated units to actively seek resources to meet and exchange science, periodically exchange young cadres and exchange information between social organizations.
Secondly, the two sides jointly develop and carry out scientific research projects on topics of mutual interest or assigned by superior agencies (comparing socio-economic development experiences, comparing changes in socio-economic development, etc.). the two countries' culture in the process of development and integration, macroeconomic stability, banking and state-owned enterprise restructuring, poverty reduction in border areas, logistics connectivity and regional production chain building GMS...).
Third, the two sides continue to cooperate in maintaining annual multilateral international scientific conferences such as the VASS- LASES- HCMA-NAPPA, VASS-LASES-RAC, VASS-LASES-RAC-KEI seminars, seminars on socialist country…; organize bilateral seminars on the occasion of important political events of the two countries. In addition, VASS is ready to send scientists to LASES for online or face-to-face thematic activities on topics required by LASES in order to share and exchange information and knowledge.
Fourth, the two sides share management experience (development of regulations, processes, organization of office management, scientific management, financial management, organizational structure and human resource management, resource development, etc.) human resources and successive leadership team, managing external activities at VASS and LASES levels...); sharing experience in policy consulting: providing information to serve policy making of the Party and State, local authorities; sharing experiences in organizational structure, personnel management, human resource development and building a contingent of successive managers; sharing experience of cooperation, exploiting resources of international organizations and international partners, introducing international partners to LASES; sharing experiences in publishing and publishing magazines and books according to international standards; sharing experiences of digital transformation in serving information-documents-libraries; sharing experiences in building digital libraries and electronic libraries, participating in international library networks, building projects to convert traditional libraries into online libraries, building shared scientific databases , bringing the scientific products of LASES published online.
Fifth, VASS assigned the Institute of Social Science Information to act as the focal point for exchanging VASS journals, books and publications with LASES, periodically supplementing Vietnamese-language journals and books for the LASES Library.
At the meeting, VASS and LASES also discussed the plan to carry out the cooperation tasks between the two sides: (1) Establishing the VASS-LASES cooperation steering committee; (2) Prioritize allocation of funds for exchange of delegations, joint research projects, seminars and joint discussions between the two agencies; (3) Strengthening the exploitation of funding from international organizations, state-owned and private enterprises to serve the cooperation activities of the two sides in all fields, from research to serving research, to digital transformation, expanding regional and international cooperation…; (4) Focusing on the application of information technology, actively exploiting online forms in the context of the new normal; (5) Encourage the initiative of affiliated units; (6) Strengthening cooperation with Ministries and sectors, increasing the number of scholarships for LASES staff to improve their Vietnamese language skills, study graduate programs and graduate students at GASS and HCMA.
The working session ended successfully, promising specific, practical and effective cooperation activities to contribute to strongly promoting the good diplomatic relationship, strengthening solidarity and friendship between Vietnam. - Laos, Laos - Vietnam forever green, eternally sustainable.
