Accompanying Mr. Clauspeter Hill, Deputy Head of the European and International Cooperation Department, KAS Berlin was Mr. Florian C. Feyerabend, Chief Representative of KAS Institute in Vietnam; Ms. Vu Thi Thu Phuong, Program Manager; Ms. Ngo Minh Nguyet, Program Assistant.
VASS and KAS Institute have a long-term scientific cooperation relationship. In 2010, the agency signed a general cooperation agreement on cooperation in the field of social sciences and this agreement is automatically renewed. Cooperation activities include: research, training, seminars, exchange of publications. At the Academy level, the two sides have organized seminars such as: "Human Security in Asia: European Practices and Policy Implications for Vietnam" (2014), "Non-Traditional Security in the Process regional integration, European and Asian experiences and policy implications for Vietnam” (2017). The Institute of State and Law (Institute of Language and Law), Institute of European Studies, and Vietnam Institute of Economics maintain regular relations with KAS Institute. The Institute of State and Law has had a relationship with KAS since 2001 and has reaped many results from its cooperation with KAS since then. In addition to KAS Vietnam, the Institute of State and Law has cooperated with KAS Institute of Singapore since 2008.
On behalf of VASS leadership, Dr. Phan Chi Hieu warmly welcomed the delegation to visit and work at VASS; expressed his respect for the friendship and scientific cooperation between the two sides over the past time. At the same time, President Phan Chi Hieu briefly introduced the structure, functions and main research tasks of VASS. Accordingly, VASS has researched directly serving the policies of the Party and State of Vietnam and in-depth research on the development of the Socialist Republic of Vietnam Rule of Law Project in the new period according to Resolution No. 27 of the Party Central Committee. In response to the VASS President, Mr. Clauspeter Hill would like to thank the VASS delegates for the warm welcome. He also completely agreed with the cooperation proposals of President Phan Chi Hieu mentioned. In addition, he also shared some difficulties and challenges about the socio-economic situation of Europe in recent times, facing the threat of climate change; the continuous change in technology, digitization, and artificial intelligence while having not yet built a solid theoretical foundation and basis for understanding changing social problems and phenomena. He also said that the two sides need to choose and prioritize issues for cooperation, identifying the topic that is an urgent issue for Vietnam in the current period.
Discussing the common interest between VASS and KAS in the coming time, experts and scientists from both sides have clearly stated the research issues that need cooperation: equality of opportunities to access digital transformation; ensure the quality of economic growth associated with social security and environmental protection. In addition to the traditional form of cooperation that the two sides maintain such as organizing seminars, seminars, exchanging experts and academics, it is also necessary to improve the training of staff on the ability to forecast socio-economic fluctuations festival. This has important implications in scientific research and policy advice for Vietnam - Germany; economic cooperation relations between the two countries; exchange of Germany's experience with Vietnam on institutional reform and state power control.
The meeting took place successfully, promising many scientific cooperation activities that are practical and highly effective, contributing to strengthening the good scientific cooperation relationship between VASS-KAS as well as the importance of scientific cooperation, friendship between Vietnam and the Federal Republic of Germany in the new context.
