Seminar on outline of " Vietnam development Report 2035 – Institutions pillar"

In the framework for cooperation between Vietnam Academy Social Sciences (VASS) and World Bank (WB), in the morning of November, 4th 2014, at the head office No. 1 Lieu Giai, Ba Dinh, Hanoi, VASS and WB organized a seminar on outline of "Vietnam Development Report 2035" with participation of WB’s experts and VASS’s scientists and experts.

Prof. Dr. Nguyen Xuan Thang, President of VASS made an opening speech and an introductory at the seminar. He emphasized that Vietnam needs to develop a model of market economy in orientation to socialism for Vietnam, where it not only follows common principals of market economy but also directing the economy to serve almost people and give opportunities of participation and having benefits to everyone in process of development. The state needs to play a right role and perform functions that the society needs. According to Prof. Dr. Nguyen Xuan Thang, the report should explain clearly good models of administration-investment in public-private relation, mention institutions of land and attracting high quality resources for development of competitive advantages. He believes that good institutions needs combination of scientists’ ideas, enterprises’ activities, the society’s agreement and the people’s trust in the authority.

Sir Joel Hellnam, Chief institutional economist of WB, introduced briefly structure of the outline and emphasized points in each chapter of "Vietnam Development Report 2035." He argued that Vietnam needs to develop standard landmarks in order to monitor and compare degrees of completing institution, to pay attention to good administration of moving boundary between public and private areas for ensuring the state’s legitimacy. Reform of institution is a process of spending a lot of time, therefore, he emphasized that the report needs to be written in long-term vision.

The seminar contains many opinions, analyses and contributions of experts, scientists from VASS with many angles. The comments agreed that there are lessons of experience and good international routines for Vietnam to consult in development process of a suitable model in order to achieve goals, target vision in 2035./.
