International workshop on “Iran’s foreign policy and the Vietnam-Iran relations in the new context”

On November 12th 2014, at No. 1 Lieu Giai, Ba Dinh, Hanoi, Vietnam Academy of Social Sciences (VASS) and Center for International Research and Education (CIRE) of the Islamic Republic of Iran co-organized the international workshop on “Iran’s foreign policy and the Vietnam – Iran relations in the new context” with participation of representatives from Vietnam including Prof. Dr. Nguyen Xuan Thang, President of VASS; Assoc. Prof. Dr. Pham Van Duc, Vice President of VASS; other scientists from specific institutions of VASS; and administrators, policy-makers, researchers from ministries, commissions, committees, universities, ect. Representatives of Iran are Dr. Hadi Soleimanpour, Director of CIRE; Sir Hosein Alvandi Behineh, Ambassador of the Islamic Republic of Iran to Vietnam and other participants from Iran and Embassy of the Islamic Republic of Iran to Vietnam.

In the opening speech and the introductory at the Workshop, Prof. Dr. Nguyen Xuan Thang and Sir Hosein Alvandi Behineh, Ambassador of the Islamic Republic of Iran to Vietnam announce that the Workshop aims to raise awareness of actual state of Southwest Asia region in general, Iran in particular, Iran’s current foreign policy, and evaluation of prospect of whole and sustainable cooperative relations between the two countries. This workshop also realizes content of Memorandum of Understanding between CIRE and VASS about exchange of information and scientific research between the two countries.

The Workshop listened to four speeches of speakers of the two countries. Firstly, a paper of “Security-political state in the Middle East and North Africa region now: the look from some big crises” was presented by Dr. Nguyen Manh Hung, Acting Director of Institute of African and Middle East Studies and Assoc. Prof. Dr. Nguyen Thanh Hien, VASS, that analyses direct impacts of many crises in this region, in which it emphasizes that whenever the crises happen, for a long time or recently, they smoulder or frightfully flare up, they all contain basic conflicts in the region and affect wholly configuration of the region in relations to economy, society and security-politic.

Secondly, a paper of “Iran and situation of Middle East” was presented by Ms. Ziba Farzinia, Head of Faculty of Studies of Southeast Asian affairs, Iranian Institute of Political and International Studies, that mentioned Iran’s political-geography meaning to the region and the world, and to human and culture development as well as West-East cultural exchange.

Thirdly, a speech of “Roles of Iran and West Asia, and their relations with Vietnam” was presented by Dr. Hadi Soleimanpour, Director of Center for International Education and Research, Ministry of Foreign Affairs of the Islamic Republic of Iran, that highlighted importance of association among countries in the region in commerce, energy, ect. Exchange of people between Vietnam and Iran will reinforce development of tourism, exchange of scholars and education.

A speech made by Assoc. Prof. Dr. Ngo Xuan Binh, Director of Institute for India and Southwest Asian Studies, VASS, focuses on analysis Vietnam – Iran relations in the new context of Iran’s new foreign policy and prospect of cooperation between the two countries in the future, and shows some challenges of the relations, mainly by shortage of information of cooperative need and business practice of each country. Directly cooperative relations is still limited, therefore more than 50% Vietnam’s products that are exported to Iran have to go through agents.

The participants agreed that from after now to 2020, the two countries could strengthen cooperation in commerce, gas and oil, and industry. Iran’s sectors in prospect of cooperation with Vietnam are steel and iron, manufacture of cars, oil processing, information technology, textiles, equipments and machines, transport, energy, electricity production, particularly Iran’s 100 years experience in energy.

In next time, Iran and Vietnam could be two doors of political-economic belt in Asia and gateways to enhance trade and distribution of products to each other. On the background of that the world has many unpredicted change, proactive reinforcement of cooperation will help the two countries to reduce risks, exploit strengths, contribute positively to goal of sustainable development.

In his close speech at the workshop, Prof. Dr. Nguyen Xuan Thang affirmed that the workshop begins cooperation in research between the two, other academic exchange and activities need to be strengthened such as exchange of research, publishing, linguistic education, development of Vietnamese – Persian dictionary, ect. That’s needed to cooperate in industry, energy; in education via enhancement of teaching Vietnamese and Persian language; to promote programmes of Iran studies in Vietnam. The two decided to associate scientists and enterprises for studying together strengths of the sectors, contributing to opening opportunity for investors and enterprises of the two to access the markets of each other./.
