This conference is one of the two chain conferences by national scientific project on “Systematic values of Vietnam in the period of industrialization, modernization and international integration” code KX.04.15/11-15 belonged to The focused national project named “Studying theoretical political scientific from 2011 to 2015” code KX.04/11-15 which is managed by Prof. Sci. Dr. Tran Ngoc Them.
In the conference, there are scientists from Theoretical Council of the Communist Party of Vietnam, Ministry of Science and Technology, Vietnam Academy of Social Sciences, Ho Chi Minh National Political Academy, Vietnam National University, Hanoi, Vietnam National University, Ho Chi Minh City; and other universities, ministries and agencies in Hanoi and North area. Prof. Sci. Dr Tran Ngoc Them, Prof. Dr. Pham Xuan Nam and Prof. Dr. Ho Si Quy are the co-coordinators of the conference.
In total, the conference received 54 reports from researchers and managers at universities as well as institutes in different provinces among the country. The objective of this conference is to collect critical opinions and suggestions of scholars on main outcomes of the project. Among 54 reports, the content council was able to select 35 most significant and important reports. The first conference was held in Ho Chi Minh City on 24th January 2015. These reports are printed in a book published by the Publisher of Vietnam National University, Ho Chi Minh.

Participants in the conference were presented theoretical evidences on values, systematic values, oriented values, and experiences in researching and building up systematic values in other South East Asian and North East Asian countries by Prof. Sci. Dr. Tran Ngoc Them who is representative from the project manager group. Based on these evidences, the author showed systematic values of Vietnam and their unstable practical situation under the influence of industrialization, urbanization and international integration. The project has also conducted a survey with nearly 6,000 questionnaires which not only explored these values but also focused on studying non – values and common bad habits of contemporary Vietnamese as well as personalities required to complement and replace. From outcomes of the survey, researchers recommended a system of core oriented values including 36 values and a sub system with 9 core oriented values need to focus on building in upcoming period, they are social values such as Law, Democracy, Justice, and individual values like Honesty, Skill, Responsibility, Cooperation, Science, and Professional…
The organizer invited Prof. Dr. Pham Xuan Nam and Prof. Dr. Duong Phu Hiep (from VASS) to research in advance and to present their comments on the project’s outcomes. After that, 11 discussing opinions from Prof. Sci. Dr Vu Minh Giang (Hanoi, Vietnam National University), Assoc. Prof. Dr. Le Van Toan (Ho Chi Minh National Political Academy), Assoc. Prof. Dr. Pham Ngoc Trung (Academy of Journalism and Communication), Prof. Dr. Do Tien Sam (Institute of Chinese Studies), Assoc. Prof. Dr. Tran Quoc Toan (Theoretical Council of the Communist Party of Vietnam), Sci. Dr. Luong Van Ke (Vietnam National University, Hanoi), Prof. Dr. Mai Ngoc Chu (Vietnam National University, Hanoi), Assoc. Prof. Dr. Pham Duy Duc (Ho Chi Minh National Political Academy), Assoc. Prof. Dr. Le Thi Lan (Institute of Social Sciences Information), Dr. Nguyen Thi Thu Phuong (Institute of Chinese Studies), Assoc. Prof. Sci. Dr. Luong Dinh Hai (Institute of Human Studies) were presented in the conference respectively.
The opinions from two leading researchers together with others highly appreciated the strict of scientific rationale in theoretical evidences for studying systematic values formed by this project; the reliability of database collected by the project and based on this foundation is the model of systematic values which is suggested by the project. Besides that, the researchers also noted the group of authors to expand the scope of researching materials and dimensions for traditional values, to be more specific in explaining the root of bad habits and to add more scientific evidence for cream human values which should be complemented.
Opinions from the conference not only significantly contributed to the accomplishment of project’s outcomes but also suggested new directions for implementing Decree No. 33 on forming human values by the 9th Central Party Meeting and participating in adding contents related to culture and human in upcoming documents of the 12th National Congress of the Communist Party of Vietnam.
