International Conference on Non-traditional Security in the process of regional integration: EU-ASEAN Experiences and Policy Implications for Vietnam

Under the framework of bilateral cooperation between Vietnam Academy of Social Sciences (VASS) and the Kondrad Adenauer Stiftung Vietnam Office (KAS), an international conference on ‘Non-traditional Security in the process of regional integration: EU-ASEAN experiences and policy implications for Vietnam’ was held by VASS and KAS-Vietnam at the VASS’s headquarter (1 Lieu Giai Street, Ba Dinh district, Hanoi) on September 8th - 9th, 2016.

The conference was co-chaired by Assoc.Prof., Dr. Bui Nhat Quang, alternate member of Central Committee of the Communist Party of Vietnam, Deputy Secretary of VASS’s Party Committee and by Vice President of VASS, and Mr Peter Girke, Head of KASS-Vietnam. The conference gathered many Vietnamese and international researchers, including Dr. Naila Maier-Knapp, Albert-Ludwigs (Germany); Dr. Wai Mun Hong, Autónoma de Madrid (Spain); Assoc.Prof., Dr. Lluc López Vidal (Open University of Catalonia (Spain); Prof. Dr. Ruhanas Harun, National Defense University of Malaysia (Malaysia); Assoc.Prof. Dr. Chu Duc Dung, Director of Institute of World Economics and Politics; Dr. Nguyen Chien Thang, Deputy Director of Vietnam Institute of Economics; Assoc. Prof., Dr. Bui Quang Tuan, Director of Institute of Regional Sustainable Development; Assoc.Prof.Dr. Luong Dinh Hai, Director of Institute of Human Studies; Assoc.Prof. Dr. Nguyen The Chinh, Director of Institute of Strategy and Policy on Natural Resources and Environment; Dr. Le Mai Thanh, Editor-in-chief of Journal of State and Law, Institute of State and Law. The conference also welcome the presence of delegates from managerial authorities and academic institutions such as Ministry of Natural Resources and Environment; Ministry of Agriculture and Rural Development; Diplomatic Academy of Vietnam; Academy of People Security; Ministry of National Defense; Ho Chi Minh National Political Academy; and others.

In the opening messages addressed to participants, both Assoc.Prof. Dr. Bui Nhat Quang and Mr Peter Girke insisted that this jointly organized conference is a significant event informing the next stage of development of the close cooperation between VASS and KASS, because KAS has been a trustworthy partner of VASS in research, in public policy advising, in co-organizing scientific events and other meaningful cooperative activities for long time.

In research into the modern and contemporary history of the world, there have been a variety of approaches to security in general and to non-traditional security in particular. In recent years, the issue of non-traditional security has attracted an increasing attention of both researchers and policy makers in many countries. Non-traditional security became the basis on which a new approach to assessment of significant developments was built. The Human Development Report 2004 published by UNDP confirmed that non-traditional is comprised of human security and community security. The Report also indicated that non-traditional security covers 7 key areas of human development, including economy, food, health, environment, human beings, community, and politics. Some studies attributed non-traditional security  to 5 basic areas such as economy, environment, society, politics, and culture, while other research pointed out 6 threats of non-traditional security, namely environmental pollution, shortage of natural resources, transnational crime, terrorism, contagious diseases, and natural disasters.

In all cases, there has been a consensus amongst researchers that there is an increasing number of threats of non-traditional security and that, the acceleration of the process of regional integration seems to worsen the danger of insecurity in each country.

Therefore, it is hoped that the Conference brought about a comprehensive view of non-traditional security in the context of regional integration. Especially, assessments and recommendations of high quality presented at the Conference will be recognised by VASS and then reported to competent authorities, organisations and individuals who interest in this issue. In so doing, it helps to gain a better, clearer and full understanding of non-traditional security and its challenges, and hence propose appropriate and more effective responses to these challenges which are increasingly growing in the process of regional integration.

The Conference has 3 sessions, focusing on the main topics as follows:

     

The overview of the conference

(1) International experiences in addressing the problems arising from non-traditional security in the process of regional integration. The conference papers focused on analysis of the motivations behind the process of regional and interregional integration of EU and ASEAN in relation to the challenges of non-traditional security (Dr. Naila Maier-Knapp); on examination of renewable energy and sustainable socio-economic development in China and Indonesia  (Dr. Wai Mun Hong); on undertanding of experiences of European countries in tackling problems arising from non-traditional security in the process of regional integration (Assoc. Prof., Dr. Lluc López i Vidal); and on discussing experiences of Vietnam in coping with the issues of non-traditional security in the process of regional integration (Assoc. Prof., Dr.Chu Duc Dung).

(2) The issues of non-traditional security in the process of regional integration and policy implications for Vietnam. The conference papers concentrated on the topics such as Human security, refugees and migrants in the process of regional integration: Experiences of Malaysia (Prof., Dr. Ruhanas Harun); Economic security in the process of regional integration and the choice of public policy of Vietnam (Dr. Nguyen Chien Thang), Environmental security in the process of regional integration and the choice of public policy of Vietnam (Assoc. Prof., Dr. Bui Quang Tuan).

(3) How to cope with natural and man-made disasters in ASEAN. The authors of conference papers discussed many important and urgent issues in the region with regard to non-traditional security, and lessons for Vietnam. They include: Coping with disasters and unusual social circumstances in ASEAN countries and the choice of public policy of Vietnam (Assoc. Prof., Dr. Luong Dinh Hai); Water-resource security in the process of regional integration and the choice of public policy of Vietnam (Assoc.Prof., Dr. Nguyen The Chinh); Health and food security in the process of regional integration and the choice of public policy of Vietnam (Dr. Nguyen Anh Tuan); Maritime security for fisheries, trade, the role of ASEAN community, and the choice of public policy of Vietnam (Dr. Le Mai Thanh).

The Conference provided participants with comprehensive, diverse information of high quality with regard to non-traditional security; making space for dialogue between EU and ASEAN scholars on non-traditional security; bringing to scholars, policy makers and social organisations the theoritical and practical issues as well as experiences of EU and ASEAN countries concerning non-traditional security; creating a forum where researchers could share their knowledge and experiences with regard to non-traditional security in the world, in some religions and in particular countries; hence, offering recommendations for Vietnam in doing research and making public policy in relevant areas. The conference was also a forum where participants could exchange, discuss and shed light on different issues on non-traditional security, sharing experiences and solutions in response to the increasingly harch challenges arising from non-traditional security in the context of regional integration./.
