Attending the workshop were Prof. Dr. Pham Van Duc, Vice President of the Academy; Richard Shih - Chief Representative of Taipei Economic and Cultural Office in Hanoi; Assoc. Nguyen Huy Hoang, Director of Southeast Asia Research Institute; Dr. Vo Xuan Vinh, Deputy Director of the Institute for Southeast Asian Studies; representatives of research institutes, functional boards and research and training institutions in Vietnam, together with the participation of experts and scientists from a number of universities and research institutions of member countries of ASEAN and Taiwan.
Taiwan and Southeast Asian countries (ASEAN) have long-term economic and trade ties. In recent years, Taiwan has become one of the important partners of ASEAN countries in supporting the training of high quality human resources and receiving a large number of workers from this region, contributing to the importance for the development of socio-economic development in Southeast Asia.

Taiwanese officials have always considered Southeast Asia and ASEAN to be important in the process of development and integration. After winning the presidency in 2016, the new administration of Ms. Thai Anh Van set out "New South – oriented Policy" in an attempt to transform Taiwan's economic model to diversify its external economic relations. This policy is based on the "Southern Policy," an economic and diplomatic policy developed by the Taiwanese government in the 1990s, to promote Taiwan's economic transition. Southeast Asian countries, especially Thailand, Malaysia, Indonesia, Philippines, Singapore, Vietnam and Brunei. The Government of Ms. Thai Anh Van added a word “Moi” in the name of policy showing a renewed interest in developing Taiwanese economic ties with ASEAN and six South Asian countries. In Taiwan's new southern orientation, Taiwanese officials set out four key tasks to boost ties with ASEAN and six South Asian countries, including: (i) promoting economic cooperation; (ii) exchange talents; (iii) sharing resources; (iv) Towards regional connectivity.
In the opening speech at the workshop, Prof.Dr. Pham Van Duc warmly welcomed the great presence of delegates; At the same time, he emphasized Taiwan's new foreign economic strategy under the framework of "New South - oriented Policy" is human-centered, expecting to actively promote Taiwan-Taiwanese cooperative relations. ASEAN countries and South Asia in the areas of trade, investment, human resources development, culture, tourism, agriculture and people exchange). The Vice President also affirmed with its position and importance in the region, ASEAN is a regional cooperative organization that Taiwanese officials wish to promote close cooperation. Therefore, the good performance of these missions as well as the accurate identification of the goals and orientations of Taiwan's new south - oriented policy will play an important role in enabling ASEAN countries to have a proper orientation in promoting Multilateral relations (economic, cultural and people-to-people exchanges) with Taiwan, contributing to the strong development of the ASEAN-Taiwan cooperation.

Addressing the workshop, Richard Shih expressed his honor to attend the workshop and reaffirmed the significant meaning of the workshop in the context of Taiwan's efforts to implement the new South-oriented policy to promote communication with ASEAN countries. Accordingly, Mr. Richard Shih emphasized that the new southern direction is a great trend in the near future, reflected in the two-way exchange, especially in the field of education - training; Through this policy, Taiwan is willing to share experiences, strengthen cooperation with countries participating in; respect the cooperation efforts between the two sides to play an important role in the success of the policy; expressed wish that the two sides actively share their views and ideas in order to make recommendations on issues related to south-oriented policies in the coming time.
In the workshop report, Assoc. Nguyen Huy Hoang emphasized the objective of the workshop to look more precisely and precisely on South-oriented policy and ASEAN-Taiwan relations in the context of implementing this policy of Taiwan. Accordingly, the Director General of the Institute of Southeast Asian Studies also proposed the content should focus on contents:
First, it clearly identifies the content and orientation of Taiwan's new south-oriented policy and motivates Taiwan to make that policy. This has identified the position of ASEAN and Cambodia, Laos, Myanmar and Vietnam in this policy.
Second, discussing about ASEAN-Taiwan relations in the context of Taiwan's new south-oriented policy. Thereby assessing that relationship on the economic, culture, society, education, communication.
Third, discussing about Taiwan's ability to connect with collaborative structures in the Asia-Pacific region.
Fourth, big challenges in the implementation of new south-oriented policy.
The workshop was received 20 presentations from scientists, national and international researchers from ASEAN countries and Taiwan and divided into 3 sessions. The contents of the speeches focused on three main fields: (1) Taiwan's south-oriented policy and ASEAN's position; (2) ASEAN-Taiwan relations in the context of Taiwan's new south-oriented policy (the view of ASEAN scholars); (3) Taiwan's new south-oriented policy and East Asian collaborative structures.

Exchange ideas, delegates’ idea at the conference focused on assessment ASEAN - Taiwan relation on the economic, culture,society, education and communication; how to apply this policy in ASEAN countries; the effectiveness of this policy in promoting cooperation between ASEAN and Taiwan. A vision from the regional cooperation mechanism in Asia with this policy; the feasibility of linking Taiwan's economic territory with regional cooperation agreements; Trends and prospects for economic cooperation in investment, commerce, culture, education and communication between ASEAN countries and Taiwan.
The workshop is a useful forum for academic exchange to determine the direction of important cooperation and effectiveness of new south oriented policy, contributing to the economic development of ASEAN countries as well as Taiwan to maintain peace and stability for sustainable development of the region in the future.
