The International Conference on "East Asian Cooperation and the Roles of Vietnam and Korea"

On the occasion of the visit to Vietnam by the Korean Ambassador of Public Diplomacy, in the morning of March 15th, 2018, at the Daewoo Hotel in Hanoi, the Vietnam Academy of Social Sciences (VASS) collaborated with the Korea Institute for Southeast Asian Studies (KISEAS) organized an international scientific conference on public diplomacy dialogue under the theme "East Asian Cooperation and the Roles of Vietnam and Korea."

Attending the conference, on the Vietnamese side, were the presence of Prof.Dr. Nguyen Quang Thuan, President of the Academy; Assoc. Prof. Dr. Pham Hong Thai, Director of the Institute for Northeast Asian Studies; Associate Prof. Dr. Nguyen Huy Hoang, Director of the Institute for Southeast Asian Studies and representatives from ministries and central sectors and academics, experts from other specific institutes of VASS, Ho Chi Minh National Academy of Politics, Vietnam National University, Hanoi, Diplomatic Academy of Vietnam under Ministry of Foreign Affairs, Vietnam Institute for Development Strategies, Ministry of Planning and Investment, Ministry of Industry and Trade ...

The Korean delegation were attended by Mr. Lee Hyuk, Ambassador of Korea to Vietnam; Mrs. Park Enna, Korean Ambassador to the Public Diplomacy; Prof. Lee Choonglyol, Director of Korean Institute for Southeast Asian Studies, and top managers and experts from Korea's Ministry of Foreign Affairs, Korea Foundation, Sogang University, Yeonsei University, research units and representatives of Korean news agencies.

In recent times, East Asia has become an area of ​​special interest in the world because it is not only an important strategic area with many prominent political and security issues but also the area having a dynamic development with economic success, making an important contribution to global growth. As the two countries in East Asia, Vietnam and Korea have been all affected by the general transformation of the region, facing new challenges and opportunities for cooperation. In that context, Vietnam and South Korea should quickly grasp opportunities and find solutions to promote their active roles in regional cooperation, especially to further strengthen bilateral relations of Vietnam - South Korea towards peace and common prosperity.

In his opening speech at the conference, Prof. Dr. Nguyen Quang Thuan warmly welcomed the participation of the participants. He also appreciated the diplomatic relation between Vietnam and Korea that had flourished in all fields, especially in economics and politics for more than 25 years. Facing the advantages and disadvantages in bilateral relation in the current international and regional context, Prof. Chairman Thuan emphasized that the workshop would focus on clarifying the challenges and opportunities for East Asia cooperation in order to further strengthen the roles of the two countries in the integration process in East Asia.

Through the workshop, Prof. Dr. Nguyen Quang Thuan wished to receive the sharing and views of the representatives of Vietnam, Korea to provide solutions, recommendations, bring into full play the potentials and advantages of each party for contributing to strongly promote cooperation between Vietnam and South Korea in the new context.

In his acclamation speech at the workshop, Mr. Lee Huyk emphasized that the workshop was the first dialogue of two countries that held with the topic of public diplomacy; recognized and highly appreciated the relationship between Vietnam and South Korea which had developed in many fields over the past 25 years as well as prospects for cooperation in the two countries in the future. In addition, the Ambassador highly appreciated ASEAN's roles in world economic development as well as maintaining stability in East Asia. The Ambassador expected that the dialogue would be an opportunity for the two sides to discuss methods to promote bilateral cooperation in particular and towards the common goal of further expanding cooperation in the regions of East Asia, ASEAN and proposed new ideas to enhance cooperation in the region.

In the introductory speech in Conference, Mrs. Park Enna pointed out the core of public diplomacy was the interaction with people, and she also highlighted the content of the future Korea-ASEAN community initiative to provide a vision of raising the level of diplomatic relation between Korea and ASEAN. Accordingly, the formation and integration of the human community, the community of peace, would contribute to world’s peace through cooperation in security; prosperous communities to co-exist through economic cooperation; The goal of implementing a peaceful community in which people would be centered in 2020, Korea - ASEAN would strengthen the relationship in the field of economic and people exchanges on non-traditional security cooperation and raise trade size.

The Korean ambassador of public diplomacy also emphasized the common objective of the workshop was to create opportunities for experts from the two countries to share their ideas and suggestions on solutions to enhance the Vietnam- South Korea relation in the near future.

The Conference received 04 speeches, divided into 2 sessions, focusing on 2 main contents:

Session 1: Challenges and Opportunities for East Asian Cooperation (chaired by Assoc. Professor, Dr. Pham Hong Thai): Assoc. Professor, Dr. Nguyen Huy Hoang presented issues of East Asian cooperation in the new context: opportunities, challenges and prospects. Accordingly, East Asian co-operation has cooled down recently due to many regional and international factors; East Asia was still and would be a hot area, with many outside interventions; Collaborative initiatives in the new security strategies of countries in the Asia-India-Pacific region created opportunities and challenges for East Asian cooperation; The future of East Asian cooperation was uncertain when there were too many other cooperative institutions in the region to be concerned. Dr. Lee Jaehyon, the Institute for Asian Policy Studies, analyzed South Korean President Yang Jae-in's new South-led policy was deepening the relationship between Korea and ASEAN (Vietnam) towards human, prosperity and peace.

Session 2: Some suggestions for strengthening the attached relationship between Vietnam and Korea (Prof. Lee Choonglyol, Director of Korean Institute for South East Asia Studies). Dr. Tran Quang Minh, former Director of the Institute for Northeast Asian Studies, VASS had made some suggestions to strengthen the relation between Vietnam and Korea in the new context in East Asia: (1) Raising the political-diplomatic relations between Vietnam and South Korea as a "strategic cooperation partner"; (2) Bringing economic relations between Vietnam and Korea in greater depth and substance; (3) Strengthening mutual understanding between the two countries (Vietnam, Korea) in the field of culture and society. Pro. Park Bunsoon, Korea University at Sejong, analyzed the challenges of Korea-ASEAN economic cooperation and proposed measures to boost the economic ties between Korea and Vietnam in the coming time.

The conference was a useful academic exchange forum between Vietnamese and Korean experts and scientists, held on the eve of the visit by Korean President Moon Jae - In to Vietnam. The outcomes of the workshop were of great importance, contributing to the policymaking of the two Governments in order to further promote the important roles of each country in East Asian cooperation, developing the strategic partnership relationship between Vietnam - Korea to a new height.

In the afternoon of March 14th, 2018, South Korea's Ambassador to Public diplomacy, Park Enna, paid a courtesy visit to the VASS. On the visit, Ambassador Enne deeply understood that VASS was the leading research institution in the social sciences and humanities and policy advice to the Government of Vietnam. Mrs. Park Enna hoped that the two sides would continue to promote cooperation and exchange of science, especially the Vietnam - Korea Public Diplomatic Dialogue would become a regular annual event; expressing her deep belief in the friendly relationship between the Vietnamese and Korean people towards the common peace in the future.
