Seminar on "Developing high quality human resources for sustainable development in Vietnam"

In the framework of the Technical Assistance Project "Capacity Building for the Vietnam Academy of Social Sciences" (TA9449) funded by the Asian Development Bank (ADB) from Japan Poverty Reduction Fund (JFPR), on July 17, 2019, in Hanoi, the Vietnam Academy of Social Sciences in collaboration with ADB and the consultant team organized the Seminar on "Developing high quality human resources for sustainable development in Vietnam ".

Opening remarks, Assoc.Prof.Dr. Nguyen Thi Hoai Le, Director of Project Management Board TA9449 said: Vietnam has developed Vietnam Human Resource Development Strategy for the period of 2011-2020. Vietnam Sustainable Development Strategy for the period 2011 - 2020 identified Rapid development of human resources, especially high-quality human resources, is one of the main solutions. Central Resolution 4 (05 / NQ-TW) affirmed that it continues to implement three strategic breakthroughs, with a focus on developing human resources, especially high-quality human resources. Vietnam forces so far have not been as expected, requiring the Party and State to have better strategies and solutions for the next period. Therefore, this workshop would like to share an overview of the successes and limitations of high quality human resource development strategies and policies in Vietnam, and hopefully contribute ideas from experts. and scientists aim to provide recommendations and solutions to develop high quality human resources to develop rapidly and sustainably in the country.

Discussing the level of education and employment of high quality human resources in Vietnam, Assoc. Nguyen Duc Vinh, head of the research team: Currently, high quality human resources are identified according to the 3rd viewpoint (Basic group: working age group (15-64 years old) with college education, University graduates and college graduates are assumed to have professional qualifications and ethical and physical qualities to meet the minimum requirements of the labor market. According to research results in 1 year, by sector, high quality human resources focus mainly on non-direct industries (education and training, state management, national security, trade ....), And only very little for the "Industry, processing, manufacturing, mining" industry. In terms of economic sectors, the state sector outperformed the non-state and foreign sectors in terms of the ratio and number of high-quality personnel. The informal sector has very few high-quality human resources. In terms of geographical regions and economic regions, the region has the highest level of economic development, and is also home to the highest proportion of high quality Human Resources in the "Non-state Enterprises" area and the proportion The highest quality human resources in the area of ​​"State non-business units" and "State organizational agencies" are the lowest.

In addition, at the Conference, the participants and the research team discussed the investment projects that can be proposed and proposed for further research, which identifies priority areas and forecasts. the demand for high quality human resources by 2035 to meet Vietnam's rapid and sustainable growth target in the context of the Industrial Revolution 4.0. In addition, experts and scientists also contributed ideas and recommendations for developing high quality human resources. In particular, it is emphasized to build an overall strategy to overcome the shortage in quantity, limit the quality and irrationalities in the structure of occupations; at the same time, continue to renovate policies and mechanisms (support the formation and development of innovative start-up nurseries in universities of technology training; promote international cooperation in research and development. and technology transfer); boldly find a breakthrough in training, retraining and using high quality human resources.
