National scientific conference "Digital transformation in European countries and lessons learned for Vietnam"

In the morning of October 20, 2021, at the headquarters at 176 Thai Ha, Dong Da, Hanoi, the Institute of European Studies (Vietnam Academy of Social Sciences) held a national scientific conference with the theme "Digital transformation in European countries and lessons for Vietnam”. The seminar was organized in an online form, including representatives of state management agencies, scientists, research institutes, universities, businesses and domestic organizations.

Digital transformation is taking place strongly in the world, bringing extremely far-reaching impacts on socio-economic - political - social fields. Individuals, businesses, organizations and countries in general will gain an advantage if they take advantage of the opportunities that digital transformation brings early and effectively. In particular, the COVID-19 pandemic has brought the digital transformation process into focus, becoming an urgent requirement and thereby accelerating the digital transformation roadmap in many countries and around the world.

In many European countries, the digital transformation process has been proposed quite early and has achieved certain achievements. Until now, European countries are leading the world in several areas in the process of digital transformation, contributing to increasing prosperity and promoting the development of each country.

However, in the process of digital transformation in Europe, some challenges are also presented, such as: the risk of increasing inequality; issues of working hours/salary reductions (temporary), or permanent layoffs for positions that can be replaced by automation, data protection and cybersecurity issues....

For Vietnam, the Party's orientation and the Vietnamese Government's policies on digital transformation are clear and systematic, affirming the strength of the entire Party, the people, and the entire political system to successfully implement the national digital transformation program.

Welcome speech, Dr. Dang Xuan Thanh, Vice President of Vietnam Academy of Social Sciences warmly welcomes scientists, organizations, businesses, domestic and foreign delegates to attend the Scientific Conference with the theme "Transformation digital transformation in European countries and lessons for Vietnam”.

Dr. Dang Xuan Thanh said, in the context that Vietnam is increasingly integrating deeply with the world economy, when Vietnam has signed a number of free trade agreements (FTAs) with European countries, converting The number of identified numbers will create conditions for Vietnam to quickly seize opportunities from signed FTAs, contributing to promoting deeper and deeper cooperation in the field of trade and investment with countries in this region.

Dr. Dang Xuan Thanh affirmed that studying the experiences of European countries plays an important role in promoting the digital transformation process in Vietnam and this seminar is very meaningful in the current context. The Vice President hopes that the experiences shared from both Europe and Vietnam will contribute positively to promoting the digital transformation that is being implemented in both Vietnam and European countries, as well as the ability to cooperation between the two sides in many fields.

Speaking at the opening of the Conference, Assoc.Prof.Dr. Nguyen Chien Thang - Director of the Institute for European Studies said that in recent times, many strategies, policies and measures have been issued by the Party and Government to promote the digital transformation process, most recently the Chapter National Digital Transformation Program 2020, establishing the National Committee on Digital Transformation, chaired by President Pham Minh Chinh. Most recently, on October 12, 2021, Prime Minister Pham Minh Chinh attended and spoke at the opening ceremony of the Digital World Conference and Exhibition 2021 (ITU Digital World 2021) with the theme of "Joining hands to build a better digital world" with the statement that "the strong development of science and technology and the global digital transformation process poses both opportunities and challenges for countries. However, digital transformation is certainly the right direction, both ensuring a new normal operating state in the digital space and contributing to economic recovery with people's health and safety always being put first and foremost”.

However, Assoc.Prof.Dr. Nguyen Chien Thang affirmed that for Vietnam, digital transformation is not an easy route. Many difficulties and challenges are being posed to state management agencies, businesses and society such as cybersecurity, the legal framework governing digital products and services such as digital currencies, products using blockchain technology, products based on digital platforms such as sharing economy models, etc., issues related to digital infrastructure, digital platforms, human resources, etc…

Assoc.Prof.Dr. Nguyen Chien Thang suggested, reflecting on the experiences of European countries, which have gone ahead of us with successes and outstanding problems, are really valuable references for planners, policies at central and local levels during digital transformation.

Speakers and presentations at the Conference

The workshop received many presentation reports sent to the Organizing Committee, organized into 03 sessions with 08 presentations on topics:

The first session "Government of digital transformation", with the following presentations: (1) "Government in the context of digital transformation in the European Union" by Assoc. Dr. Dang Minh Duc - Deputy Director, Institute of European Studies; (2) “State management of e-commerce” by Dr. Nguyen Ngoc Tu, Department of E-commerce and Digital Economy, Ministry of Industry and Trade; (3) "The experience of Thanh Ha and Hai Duong districts in supporting and promoting enterprises, cooperatives and people to apply e-commerce in consumption and export of fruit products" by Dr. Hoang Thi Thuy Ha, Vice Chairwoman of Thanh Ha District People's Committee, Hai Duong.

The second session "Enterprises in the digital transformation process", with the following presentations: (4) "German small and medium enterprises in the digital transformation process" by Dr. Tran Dinh Hung, Institute of European Studies; (5) “E-commerce - digital transformation of Vietnamese enterprises and opportunities from EVFTA” by Mr. Pham Ngoc Vinh, Department of E-commerce and digital economy, Ministry of Industry and Trade; (6) “Digital transformation in enterprises to promote consumption and export of fruit products: Experience of Ameii Vietnam Joint Stock Company” by Mr. Nguyen Khac Tien, Chairman of the Board of Directors of Ameii Vietnam Joint Stock Company.

The 3rd session "Digital transformation in socio-cultural fields", with the following presentations: (7) "Digitalization program of cultural heritage data - new method in current heritage management in Europe" Au” by MSc. Vu Thanh Ha, Institute of European Studies; (8) “Digital transformation in the medical field in Sweden” by Dr. Nguyen Bich Thuan, Institute of European Studies.

Workshop scene

The conference received many comments from delegates, experts and scientists. The presentations and opinions presented at the Workshop focused on exchanging, discussing, analyzing and clarifying Digital Transformation in European countries and lessons learned for Vietnam, going into Management countries for digital transformation, Enterprises in the process of digital transformation and Digital transformation in the socio-cultural fields, providing useful reference values ​​for policy makers, and at the same time suggesting a Some policy implications for Vietnam in the field of Digital Transformation. Thereby, contributing to bringing a multi-dimensional, in-depth view, solving practical problems that are posed.
