International Conference "Vietnam – Russia Cooperation in the context of economic globalization”

On June 4th 2019, the Institute of Economic Institute of Economics, Russian Academy of Sciences in Moscow (Russia), organized an international scientific conference on the topic "Russian - Vietnamese Cooperation in the context of economic globalization", Prof. Dr. Nguyen Quang Thuan, President of Vietnam Academy of Social Sciences (VASS) and VASS's delegation attended the conference.

The conference attracted a large number of professionals, scholars, researchers from both Vietnam and Russia. The Vietnamese delegation was led by the President of Vietnam Academy of Social Sciences (VASS), Prof. Dr. Nguyen Quang Thuan, together with the representatives of the Vietnamese Embassy in Russia. On the Russian side there were Director of the Institute of Economics,  Russian Academy of Sciences Elena Lenchuc and professors, academics and many experts, scholars, fellows and students from leading science research institutes in Russia such Russian School of Advanced Economics, Moscow School of Economics, National Institute of Public Economics and Public Administration under the President, Institute of World Economy and International Relations (IMEMO ), Institute of Social Science Information, Institute of Science and Technology Information of Russia, etc.

With many presentations, the conference focused on discussing some main issues, such as the cooperation between Vietnam and Russia in the 21st century; prospects of investment cooperation development in the framework of free trade area between the Eurasian Economic Union (EAEU) and Vietnam; the impacts of variable international context and globalization on Russian and Vietnamese economies; comparing the economic development models of Russia and of Vietnam; at the same time, giving profound assessments about the status and prospects of Vietnam - Russia cooperation.

After the opening remark of President of the Scientific Council of the Institute of Economics, Russian Academy of Sciences, the Academician, Dr. Ruslan Grinberg, Prof.Dr. Nguyen Quang Thuan Chairman of the Vietnam Academy of Sciences presented the speech "Globalization and some impacts on Vietnam - Russia relations". Prof. Dr. Nguyen Quang Thuan generalized the process of globalization in the first two decades of the 21st century, highlighted new opportunities and challenges for all countries, including Vietnam and the Russian Federation. Professor Chairman focused on analyzing the new characteristics, contents and trends of globalization, identifying the effects of globalization on Vietnam - Russia relation today; at the same time affirming that despite the negative effects of globalization, this traditional friendship still continues to grow.

In the past 10 years, Vietnam - Russia relation also has the common characteristics of globalization, cooperation and competition, promoting relations on all sides and also under adverse effects of international and regional context. Vietnam is located in an important geostrategic position, has a stable politics and potential for economic development, therefore Vietnam is considered one of Russia's priorities in the East policy that this country pursues. The strengthening of Russia and Vietnam cooperation is considered one of the important prerequisites to help Russia strengthen its presence and establish its influence in Southeast Asia in particular and Asia in general, while helping Russia balance the balance of power in this region.

With the speech "External shocks to the Russian and Vietnamese economies in the current period of globalization", the Academician of Russian Academy of Sciences, Dr. Mikhail Golovnin - First Deputy Director of the Institute Economics, Russian Academy of Sciences focused on analyzing the economic relations between Russia and Vietnam, addressing the effects of globalization on the economy of Russia as well as Vietnam.

At the conference, Assoc. Prof. Dr. Nguyen An Ha, Director of the Institute of European Studies, Vietnam Academy of Social Sciences said that the cooperation between Vietnam and Russia in the past had achieved the first breakthrough in the fields of tourism and trade. However, there problems exist needed to be solved, which are an inappropriate payment method, making it difficult to promote bilateral cooperation of economy and trade; investment between the two countries in order to enhance economic cooperation has not yet paralleled the development of cooperation in the political field; too many barriers in investment... Assoc. Prof. Nguyen An Ha affirmed that Vietnam will be a bridge to Russia with the Asia-Pacific region and ASEAN countries.

Meanwhile, Dr. Vladimir Mazeryn, Director of Institute of Vietnam, ASEAN and Far East, of the Far East Studies, Russian Academy of Sciences, in his presentation "Issues of cooperation between Russia and Vietnam in the fields of battle ", affirmed that Vietnamese investors are always welcome in Russia, and in fact, Vietnamese investment capital in Russia is larger than the opposite direction, the Russian investment capital in Vietnam. Doctor expressed his desire to remove remaining barriers, objective and subjective difficulties, to make investment activities in Vietnam, first of all in the field of oil and gas, which is Russia's strength, effective as expected.

With very lively discussions, researchers and scholars have proposed many proposals and recommendations to the authorities of the two countries in order to overcome the limitations and difficulties and strongly promote economic - trade cooperation, thereby contributing to reinforce and strengthen the comprehensive strategic partnership of Vietnam - Russia.

Speaking to reporters after the conference, President of the Scientific Council of the Institute of Economics, the Russian Academy of Sciences, the Academician Fellowship, Dr. Ruslan Grinberg said, "really surprised at Vietnam's miracle achievements in the economic sector” and affirmed his interest in Vietnam's economic development model. According to the Academician, Vietnam is moving forward and we need to learn from each other's experiences, enhance mutual understanding. Academician Ruslan Grinberg said: "Currently bilateral goods exchange between the two countries has not reached a great breakthrough, partly because Russia's economy has encountered some difficulties and stagnation. However, I think our cooperation potential is great and the prospect of cooperation between the two countries is good.”

Prof. Dr. Nguyen Quang Thuan evaluated the seminar to be of great significance in the context that the two countries are commemorating the Vietnam - Russia crossover year and said that "the theme of promoting cooperation between Vietnam and Russia is very important. , especially in the new context, when the regional and international situation has changed a lot”. Prof. Dr. Nguyen Quang Thuan said, "At this seminar, Vietnamese and Russian scientists have recognized and evaluated the results achieved in the relations between the two countries over the past time, pointed out the reasons that make the relationship between the two countries is still not commensurate with the potential and expectations, and proposed solutions to promote the cooperation between Vietnam and Russian in the new context ”. At the same time, Prof. Dr. Nguyen Quang Thuan stated: “The recognition of these causes is very important, which is the basis for the two sides to come up with better solutions for promoting the comprehensive strategic partnership of Vietnam - Russia."./.
