With the financial and technical support from the Korea Environment Institute, from 2012 the Vietnam Academy of Social Sciences, the Royal Cambodian Academy and the Institute of Social Sciences The Lao National Assembly has rotated annual capacity building workshops on topics related to green growth and sustainable development in the Greater Mekong subregion. The theme "Green transformation for energy security and water security in the Mekong sub-region" was selected for the 2018 Workshop.

The workshop was held on October 16, 1818 in Ha Long City, Quang Ninh Province. The workshop was honored to welcome Prof. Dr. Bui Nhat Quang, Alternate Member of the Central Committee of the Communist Party of Vietnam, Vice President of the Vietnam Academy of Social Sciences. Sonethanou Thammavong, Member of the Central Committee of the Lao People's Revolutionary Party, President of the Lao National Academy of Social Sciences; Sok Touch, Member of the Central Committee of the Cambodian People's Party, President of the Royal Cambodian Academy; TS. Huyn Woo Lee, Director International Cooperation, Korea Environment Institute; Nguyen Van Thang, Member of the Party Central Committee's Alternate Party Committee, Vice Chairman of the People's Committee of Quang Ninh Province, together with nearly 100 delegates, experts and scientists from some central ministries, Vietnamese Academy of Sciences, Lao National Academy of Sciences, Royal Cambodian Academy, and Korea Institute for the Environment.

In the opening speech of the workshop, Prof.Dr. Dang Nguyen Anh, Vice President of the Vietnam Academy of Social Sciences, Head of the Organizing Committee, emphasized that Vietnam always considers sustainable development as a goal throughout the country's development strategy. Implementing the Renewable Energy Development Strategy up to 2030 with a vision to 2050. Accordingly, all social resources for investment in renewable energy development are encouraged and mobilized to accelerate the development. and use renewable energy, increasing the share of clean energy in the national energy system. Given the current water security challenges in the region, there is a need for responsible water sharing to minimize the impacts on the livelihoods of the tens of millions of people living in the Mekong River. These are issues that need to be studied and shared not only at this workshop but also at national and regional forums.

After the opening session, the conference heard 14 papers presented in the following 3 sessions:

Session 1: Challenges and opportunities for green energy transformation.

Session 2: Hydropower development and mitigation of impacts on the environment.

Session 3: Integrated approaches for energy security and water security.

Comments at the workshop focused on assessing the current state of energy security and water security in the Mekong sub-region, and shared the policies and challenges for green migration in Cambodia, Laos, Vietnam. Delegates also shared some lessons learned and proposed initiatives to ensure energy security and water security through greening the economy from the realities of Korea, Vietnam, Cambodia and Laos. The It also promotes information exchange, technology transfer and economic development in the process.
