Prof. Dr. Nguyen Xuan Thang – VASS’s President had a speech at the conference. He suggested the methods to ensure the fulfilment and accuracy of the Report on socialist oriented market economy development. It is the discussion should focus on the detailed topics, and representatives should agree with the idea of current research circumstance which is the socialist oriented market economy. Therefore, the most important duty is to explain and give a “right name” for discussing issues and find out possible and suitable solutions.
As the lead of research group, Asso. Prof. Dr. Tran Đinh Thien has summarized the proposal on “Report of summarizing of 30 years of reform on socialist oriented market economy development” based on the instruction of Mr. President of VASS. The proposal has mentioned many particular topics and confirmed that the acknowledge is the major reason of existing issues, and the key here is to change the knowledge and ideas of people. 30 years are not long but lessons from the past showed us the unsuitable thoughts and ideas of leaders, management, policy makers As a result, the economy does not have many breakthroughs in over 30 years when we do not realize the key resource of the market economy is private enterprises. Also, the State did not complete their role of doing the orientation for the market.
The reasons of “brain drain” are the lack of understanding how important talents are and how to use them effectively, and the structure of human resource distribution (input/output) are the reasons of “brain drain”. Asso. Prof. Dr.Vo Dai Luoc commented that there is a popular reality of viewing capitalism against socialism. We need to change and reconsider this issue in a more positive way. It means that we should focus on economic benefits as a way to motivate the society, and do not differentiate the concepts of capitalism or socialism. The policies and ordinances will be highly effective for practical life and become the factors to motivate the growth of market economy in the way which it is “supposed to be”.
