International scientific conference: The reality and prospects of Asia – Pacific growth and the Russia – Vietnam strategic relationship

Participating in the conferences has scholars of Russian Institute for Strategic Studies (RISS) including Dr. Konstantin Kokarev (Deputy Director); Dr. Leonid Gladchenko, Dr. Andrey Gubin, Mrs. Julia Zaytseva of Asia and Mid –East Research Center (RISS) and Mr. Gennady Bezdetko – Russian Minister Counsellor in Vietnam.

On behalf of the leaders of VASS, Prof. Dr. Nguyen Quang Thuan gave a warm welcome to all Rusisian scientists and representatives in the conference and confirmed of the long and traditional relationship between Vietnam and Russia. Based on the foundation of good relationship since Soviet, two countries have maintained a completed and strategic connection. In recent years, the relationship between two years has been strengthened in all fields as politics, diplomacy, economy, culture, national defence and researches on sciences and education. However, the demand of collaboration between Vietnam and Russia require many solutions from both sides so that the relationship will be improved based on two countries’ potential and advantages.

There are many changes in both Asia – Pacific area and in the world. It is the appearance of America, the rise of China, the collaboration between countries in the region, especially the East Sea security. ASEAN countries are on the way of building ASEAN community (planned in 2015), Russia is also looking for its own position as a powerful country. As a result, it is highly necessary to find out solutions to improve the Vietnam – Russia relationship. The Vice President has expected that two countries’ scientists will analyse together then evaluate the reality of Asia – Pacific region as well as the world in the conference for the following issue: How this reality impacts on the relationship between Russia and Vietnam in the financial and global crisis today. Scientists will analyse the potential points of two countries then figure out solutions to improve their relationship in new circumstance.

Scholars have presented 6 papers related to Reality and Prospects for the growth in Asia – Pacific region and the strategic relationship between Vietnam and Russia: 1. The strategic situation in the Asian – Pacific region: Russia’s viewpoint (Dr. Konstantin Kokarev – Deputy Director of RISS); 2. The new circumstance and impacts on the strategic relationship of Vietnam and Russia (Dr. Nguyen Manh Hung – Institute of World Economics and Politics, VASS); 3. Economic Collaboration between Vietnam and ASEAN – The entry for Russia in Asia – Pacific (Dr. Leonid Gladchenko, Asia and Mid –East Research Center RISS); 4. Factors, Potential and Issues in the strategic relationship of Vietnam and Russia (Asso. Prof. – Dr. Vo Dai Luoc, Institute of World Economics and Politics, VASS), 5. Russia’s viewpoint in the collaboration with Vietnam in the technology (Dr. Andrey Gubin, Region Research Center, RISS); 6. ASEAN community building and the ability to collaborate with Russia (Asso. Prof. Dr. Nguyen Duy Dung, Institute of South East Asia Studies, VASS).

Together with the traditional relationship of two countries, scientists admitted there are many changes in the regional and global circumstance today. The comparison of the power between countries in the area, the moving trend to Asia – Pacific, and the dynamic of this area have had significant influences on the relationship of this areas as well as between Vietnam and Russia.  The papers also pointed out the opportunities and challenges of both countries as well as solutions so that they can do research on to improve the relationship to a new high level.  

The conference successfully ended with the signing ceremony of cooperation agreement between VASS and RISS with the participation of Prof. Dr. Nguyen Quang Thuan- Vice President of VASS and Dr. Konstantin Kokarev – Depurty Director of RISS. This is an important milestone which has opened a new growth in the collaboration between VASS and RISS in the future.
