The Seminar is one of many activities of a national project KX.03.14/11-15 leaded by Dr. Dang Xuan Thanh – former Deputy Director of Institute for Northeast Asian Studies. Dr. Tran Quang Minh, Director of Institute for Northeast Asian Studies and Dr. Dang Xuan Thanh, leader of the project, co-chaired the conference.
The term “human security” appeared in 1994 in Human Development Report of United Nation development Programme (UNDP) and since that this subject has attracted concern of a number of international scholars. However, many issues has still been under debates and research, such as: essence of human security in the present, factors that affect ensuring human security worldwide and in each nation, what people need to do for overcome challenge, ensuring free and stainable development themselves ...
In introduction report of “Human security: from theory to practice in Vietnam”, Dr. Dang Xuan Thanh emphasized: Human security concentrate on protecting life and dignity of each individual, community, being free from shortage and fear. Human security consist 7 basic factors: individual security, environmental security, economic security, political security, community security, health security and food security. Definition of human security supplements importantly itself to definition of national security and human development. In the present and near future, Vietnam’s security and development face big challenges, that needs to put officially human security in programmes of law development, to open strategy of protecting the country’s security in order to involve human security angle, to proactively participate in international forums on human security.
According to Dr. Dang Xuan Thanh, protection of human rights is one of central contents of assurance of human security in Vietnam. Amended constitution 2013 affirms basic contents of human rights. However, that needs to legalize full regulations of human rights mentioned in the constitution. Strengthening international cooperation in human rights. Affirming a principle of non-intervention in interior affairs of each nation. That implementation of human rights needs to be done simultaneously with preventive measures of wars, conflicts, terrorism, poverty, epidemic diseases, inter-border crime … challenges to peace and prosperity of every nation.

- “Work security in the context of globalization and international integration: international experience and lesson for Vietnam” was reported by Dr. Nguyen Huu Dung, Institute for Social Security and Integrated Development Studies. Report shows basic perception of work security in the context of globalization and international integration; trends and basic experience in work security of the world such as assurance of working right for labours, work with high productivity and being free to choose for quality and green job; work security in international labour movement and service provider movement; assurance of social security for labour in the world; work security in financial crisis and economic recession. And drawing lesson for Vietnam.
- A report of “Challenge to human security in the context of globalization and international integration” of Dr. Nguyen Manh Hung, Institute of African and Middle East Studies, presents new challenges to human security from volatility of global economy, view and impact of globalization on human security, global governance and human security.
- “Human security index: quantification experience of HIS, IHSI index of some countries and potential application to Vietnam” was presented by MA. Nguyen Cao Duc, The Centre for Analysis and Forecast.
- A report of “Experience of handling volatility in the South of Thailand in human security approach” by Dr. Vo Xuan Vinh, Institute for Southeast Asian Studies, analyses Thailand’s opinion on human security; resolving instability of politic, race, religion in the South of Thailand. According to Dr. Vo Xuan Vinh, since concentration on method of resolving instability via state security and territorial security rather than human security, results are not as expected as by the government.
It can be said that in international level, macroeconomic methods and policies for ensuring human security in current condition are stated clearly. The thing is that how international organizations coordinate with each nation for implementation. And, more importance is that each nation needs to make efforts and develop specific programme that is suitable with their political, economic, social and cultural conditions in order to put human security into one of major contents in their development policies.
The conference received many ideas, discussions with views, approaches of issues in relation to human security in Vietnam in the context of globalization and international integration that is promoted nowadays./.
