The conference focused on the two major subjects: i) Social responsibility and subjective role of farmers in new rural development, and ii) Some issue of application of legislation and village convention in administration of new rural society.
In the first session, beside basically theoretical issues of farmers’ roles in rural development, speeches also attempted to make clear on the issue of subjective role and social responsibility of rural residents from economic targets and social indicators. Farmers’ roles are always highly evaluated in policies of agriculture, farmers and the rural. From the angle of policy, it can be easily agreed about importance of farmers in economic development, but somewhat dispersal in evaluation of farmers’ social roles, making farmers to become subjects receiving policies rather than the center, subject in policies on and for them as a target. Thence, policy solutions raised are that need to renovate policies for farmers in terms of social aspect, in order to stimulate the potential, the active, the proactive of farmers in organization of social life; for them to play a subject role in new rural development, thence contribution to promotion of farmers’ social responsibility for communities and the society.

In the second session, the scientists together discussed theoretical and practical foundations of resolving relationship between legislation and village convention in the rural, as well as policy status and issues raised for application of legislation and village convention in administration of rural society. In terms of another angle, a speech on application of legislation and village convention of rural residents also shows emerging issues in administration of rural society in the present such as situation of legal compliance, effectiveness of simultaneously developing village convention in communes nationwide. The participants of the conference together discussed policy solutions for administration of society in new rural development. On the one side, that is a solution towards development of national factors for enhancement of national cohesiveness among Vietnamese people in general; and on the other side that are policy solutions with the region and subject orientation for administration of society based on local characters.
In the context of that issues of agriculture, farmers and the rural are the central of policies and budget priority of the Party and the State, the issues discussed by experts from angles of jurisprudence, economics, sociology, culture, anthropology, etc. are really meaningful for general solutions to mechanism, policies for farmers in process of new rural development in the present./.
