International Workshop: Collaborative practice for establishing a base of academic information between Japan and the three countries in Indochina “Towards sharing the information resources of area studies for Southeast Asia”

On September 17-18, 2019, in Hanoi, in the framework of a cooperation between the Institute of Social Sciences Information (ISSI) and the Center for Southeast Asian Studies of Kyoto University, Japan, the ISSI (under the Vietnam Academy of Social Sciences - VASS) in collaboration with the Center for Southeast Asian Studies organized an International Workshop: Collaborative practice for establishing a base of academic information between Japan and the three countries in Indochina “Towards sharing the information resources of area studies for Southeast Asia”.

The international workshop was sponsored by the Center for Southeast Asian Studies of Kyoto University; attended by leaders, managers, specialists and librarians working at library  - information centres of Japan, Laos, Cambodia and Vietnam.

The Japanese delegation was Prof. Mamoru Shibayama, Kyoto University ASEAN Center; Assoc.Prof.Dr. Ono Mikiko, Chief Librarian Center for Southeast Asian Studies (Kyoto University); and library - information specialists of Center for Southeast Asian Studies, Kansai-kan (Kansai Branch) of the National Diet Library, Kyoto University Library, University of Tokyo Library.

The Lao delegation was Ms. Khanthamaly Yangnouvong, Director of the National Library of Laos; Ms. Sypha Phongsavath, Deputy Director of the Central Library of National University of Laos.

The Cambodian delegation was Mr. Sok Sophal, National Library of Cambodia; Mr. Net Wanna, Deputy Director of Hun Sen Library (Royal University of Phnom Penh).

Vietnamese delegation was Dr. Dang Xuan Thanh, Vice President of VASS; (under the Ministry of Culture, Sports and Tourism of Vietnam); Mr. Nguyen Huu Gioi, President of the Vietnam Library Association, leader of large library - information centres in Vietnam; representatives of functional departments assisting the VASS 's President, the National Library of Viet Nam, the Information & Digital Technology Joint Stock Company (IDT Vietnam); Board of Directors, Scientific Council of ISSI; and librarians of all 33 libraries of the Vietnam Academy of Social Sciences.

The purpose of the workshop was to realize the benefits of information sharing, unified exchange of library operations according to international standards to establish academic information bases and mechanisms for cooperation, linkage and sharing of academic information among library - information centres; facilitating international research cooperation, discovering valuable and new issues of significance in the field of social science.

In the welcome speech, Dr. Dang Xuan Thanh, Vice President of the Vietnam Academy of Social Sciences warmly welcomed the delegates, international and Vietnamese specialists who attended the workshop to exchange and share experiences of library - information operations, managing and building databases; seeking feasible solutions to establish academic information bases between Japan and the three countries in Indochina; creating a foundation towards cooperation, linkage and sharing of scientific information resources among Southeast Asian countries. The Vice President affirmed the significance of the workshop for the effort to strengthen the capacity of the libraries network under the Vietnam Academy of Social Sciences according to the model of the central - member library for the development and international integration of Social Sciences Library in particular, of the libraries network of VASS in general.

Assoc.Prof.Dr. Ono Mikiko emphasized the role and value of periodical publications as one of the information resources for researchers; presenting difficulties in accessing periodical publications in Southeast Asia; appealing for cooperation between major libraries in Vietnam, Laos and Cambodia to promote access to this resource in the future, to accelerate interlibrary cooperation beyond national and organizational frameworks. The speech by GS. Shibayama Mamoru briefly introduced the main content and results of cooperation programs and academic exchanges between Japan and Vietnam over the years; and introduced the content of the symposium program that will take place on January 2020 in Hanoi. Thereby, Professor expressed his desire to promote cooperation between Kyoto University, Japan and the centres for scientific research, library  - information in Vietnam.

At the symposium “Towards sharing the information resources of area studies for Southeast Asia”, Assoc.Prof.Dr. Vu Hung Cuong presented focusing on three main contents: (i) the inevitability of the trend of cooperation, linkage and sharing of scientific information sources; (ii) the development of the libraries network of the VASS towards the goal of strengthening cooperation, linkage and sharing scientific information sources; (iii) The issues proposed to realize cooperation, linkage and sharing of scientific information sources in the context of Industry 4.0.

Delegates and specialists from the Kansai Branch of the National Diet Library, the National Library of Viet Nam, the National Library of Laos and the National Library of Cambodia summarized the history of formation, development process, library - information resources, areas of operation, chain-based activities of large libraries in Japan and the three countries in Indochina in the overview report. At the same time, he shared his opinions on the inevitability of the trend of cooperation, linkage, and sharing scientific information sources, including sources of periodical publications in Southeast Asia, and willingness to contribute to realizing this trend.

At the exchange sessions about library operations in the workshop, participants exchanged ideas related to the content of 5 lectures by the library - information specialists of Kyoto University, University of Tokyo, Kansai Branch of the National Diet Library and the ISSI about: (i) Developing a shared database according to the model of the central - member library network of Vietnam Academy of Social Sciences; (ii) Format MARC21 for bibliographic data; (iii) Connect database at the Vietnam Academy of Social Sciences and the examples of the construction of endogenous material repositories; (iv) Introduction of small-scale databases for multilingual publications: CSEAS database for periodicals journals published in Southeast Asia; (v) Principles of document preservation and practice.

Panoramic workshop

In the statement, Assoc.Prof.Dr. Vu Hung Cuong welcomed the urgency and seriousness of the workshop. He also emphasized the scientific quality of the overview reports, lectures that demonstrated the depth of understanding of specialist knowledge and affirmed the potential for cooperation, linkage and sharing of academic information between library - information centres of Japan, Laos, Cambodia and Vietnam.

Assoc.Prof.Dr. Vu Hung Cuong hoped that the library - information centres of Japan, Laos, Cambodia and Vietnam should be made to overcome challenges, to ensure the conditions of information technology infrastructure, equipment for digitizing and storing large amounts of data, modern and adaptive library software, linking, unifying library operations according to international standards, building digital databases in library - information centres to realize cooperation, linkage and sharing of academic information.

For the immediate future, the large library – information centres of each country should pioneer in sharing information about bibliographic resources. After reaching an agreement on the cooperation mechanism, especially the issues of copyright, rights and responsibilities, the library - information centres will gradually upgrade and develop cooperation activities, linkage and sharing of scientific information between Japan and the three countries in Indochina; creating a foundation towards cooperation, linkage and sharing of scientific information resources among Southeast Asian countries.

Assoc.Prof.Dr. Vu Hung Cuong expressed his thanks to the Center for Southeast Asian Studies (Kyoto University) for choosing the ISSI to be the co-organizer of the workshop, for many collaborative activities and supporting the ISSI. At the same time, he also believed that the good relationship between the two agencies would continue to be promoted and expanded.

The workshop was a meeting on views, ideas, and solutions to build a modern library network; fitting urgent requirements for cooperation, linkage and sharing of academic information; focus on the capacity of sharing academic information to domestic and foreign libraries; making efforts to connect knowledge and interlibrary cooperation. The workshop was a forum for academic and operation exchanges of scientists, library - information specialists on the topic of sharing regional research information resources in Southeast Asia.

The success of the workshop has contributed to strengthening the cooperation between the Institute of Social Sciences Information as well as the libraries network of the Vietnam Academy of Social Sciences and the Center for Southeast Asian Studies and library – information centres of Japan and the three countries in Indochina; thus, contributing to promoting the formation and development of cooperation between Kyoto University, Japan and Vietnam Academy of Social Sciences in the coming time.
