Attending the signing ceremony, on the VASS side there were Prof.Dr. Nguyen Xuan Thang, Member of the Party Central Committee, President of VASS; Prof.Dr. Vo Khanh Vinh, Deputy President; Prof.Dr. Nguyen Quang Thuan, Deputy President; and representatives from VASS member departments and units.
Participants from the HCMA included Prof.Dr. Ta Ngoc Tan, Member of the Party Central Committee, President of HCMA; Assoc.Prof. Nguyen Dang Thanh, Deputy Presidentr; Assoc.Prof. Truong Thi Thong, Deputy President; Assoc.Prof. Nguyen Viet Thao, Deputy President; Assoc.Prof. Nguyen Tat Giap, Deputy President; and the leaders of the HCMA units.
The objectives of the cooperation program in 2013-2018 between VASS and the HCMA were as follows:
1. Improving the quality of research, recommendations and socio-economic policy implications to the Party and the State on the basis of fundamental research in social sciences, political science, administration, and leadership and management studies;
2. Enhancing the application of fundamental research results in social sciences, political science, administration, and leadership and management studies in the policy and guideline making of the Party and the State in order to meet the requirements and tasks of economic development in particular conditions and stages.
3. Coordinating in research and staff training, particularly the staff of the leadership and management to meet the requirements of industrialization, modernization and international integration.
On that basis, the two parties agreed on the major contents as follows:
1. The two parties shall coordinate to study and clarify the value of Marxism-Leninism and Ho Chi Minh ideology while still inherit and promote the value of the traditional culture and open to the cultural quintessence of the human kind. The curriculum and educational methods in Marxism-Leninism and Ho Chi Minh ideology shall be renovated in order to make the Marxism-Leninism and Ho Chi Minh ideology the essence of the spiritual life of the society and raise the level of political theory and the knowledge of social sciences, political science, administration, and leadership and management studies of the Party members, trade unionists, the youth and people.

2. The two parties shall coordinate to study and clarify the characteristics of socialism and the Vietnam’s way towards the socialism in terms of the innovation of political system, the mechanism of “the Party leadership, the State governance and the people’s sovereign”, the Communist Party, the socialist law-governed state of the people, by the people, and for the people, etc.
3. The two parties shall coordinate to review and summarize the implementation of the Party Congress resolutions and the resolutions, directives and conclusions of the Party Central Committee, the Politburo and the Secretariat in order to draw the lessons, to advise and suggest the Party and the State the viewpoints, guidelines, policies and major solutions.
4. To jointly develop and implement the research programs of the state and the ministerial level; to promote the academic network of the two parties, domestically and internationally, in order to realize the academic tasks proposed by the two parties.
5. To cooperate in training and improving the professional skills of senior executives and administrators; to provide postgraduate training for the high quality human resources of the two parties as well as for the requirements of the Party, the State and the society.
6. To cooperate in holding socio-economic conferences, workshops, seminars, and forums complying with the functions and duties and with the requirements of the political missions of the both parties.
7. To exchange information, publications, materials, and survey and research results as well as the information dissemination and communication to serve the cooperative activities.
Delivering speech at the signing ceremony, Prof.Dr. Ta Ngoc Tan, President of HCMA, expressed the thanks for the confidence and willing cooperation of VASS. The two institutions had studied and consider thoroughly the scope of the cooperation. The signing of a cooperation agreement between the two agencies was based on the advantages and the functions and duties of each party, on the basis of mutual benefit. The HCMA would benefit from sharing the political missions with a reputable research institution of social sciences for the development of each party. The HCMA leader was also committed to strictly implement the provisions of the cooperation agreement and to specify the cooperation with research projects and missions for the effective mutual cooperation.
On behalf of VASS, Prof.Dr. Nguyen Xuan Thang said the signing of the cooperation agreement was an important institutionalization of the long-standing cooperative relation between the two parties. This forward step helped to form a collaborative framework for the subordinate units to implement specific tasks effectively. The two institutions shared many similarities such as being the strategic research agencies for the formation of strategies, planning and socio-economic development plans of the country; and providing training for executives and developing the human resources in social sciences nationwide.
Together the two institutions had worked on major tasks like the review of 30 years of reform and socio-economic development, providing classes for in-reserve human resources, and participating in the organization of training courses on advanced political arguments and social sciences and humanities. The both parties were in the same direction of expanding the cooperation in research activities, training, and improving the advanced knowledge of political arguments for senior leaders of VASS subordinate departments, as well as in sports and entertaining activities. VASS believed the signing of the cooperation agreement with the HCMA was crucially a startup step for the implementation of a strategic tasks assigned by the Party and the State assigned to the two institutions.
