International Conference "Human resources for sustainable development in Vietnam"


In the morning of November 1, 2019, at 3D Hall, headquarters 1A, Lieu Giai, Ba Dinh, Hanoi, Vietnam Academy of Social Sciences (Vietnam Academy) has collaborated with UNESCO Vietnam National Committee Nam and UNESCO Hanoi Office organize an international seminar with the theme "Human resources for sustainable development in Vietnam".

The conference was honored to welcome Prof., PhD. Dang Nguyen Anh, Vice President of the Academy, Vice Chairman of the UNESCO National Committee of Vietnam, Head of the Social Science Sub-Committee; Mr. Michael Croft, UNESCO Representative in Viet Nam; Ms. Susan Vize, Regional Advisor for Asia-Pacific People and Social Sciences, UNESCO Bangkok Office; Mr. Tran Quoc Khanh, Deputy Director of Department of Cultural Affairs and UNESCO (Ministry of Foreign Affairs, representative of UNESCO Vietnam Committee), speakers, delegates, guests from ministries, departments and branches in the defensive area Hanoi capital, scholars from Lao National Economic Research Institute, lecturers, researchers interested in the topic of sustainable development.

Opening speech at the Conference, Prof.Dr. Dang Nguyen Anh warmly welcomed the presence of all delegates, guests and commented: Sustainable development is the goal throughout the development process of every country. This is an important opportunity and challenge for many countries today. In the context of the US-China trade war, there are complicated developments, the process of urbanization, population aging, rapid environmental degradation in many countries has been posing many challenges and requirements for development models. Therefore, human resources are identified as one of the most important resources for the country's development. However, what Vietnam needs to do to develop human resources to meet social needs so far remains open. Human resources are still weak, lacking and are not interested in developing skills, education, fostering to improve health, soul, morality ... fully. Perspectives and perceptions of the role and importance of human resources for socio-economic development at all levels of leadership, policy makers, businesses and employers are generally superficial. not thorough. Therefore, the Workshop is responsible for reviewing the current situation, offering solutions for human resource development in Vietnam as one of the three strategic breakthroughs. Thereby, it contributes to the policy consultancy task that the Academy and the UNESCO subcommittee on social sciences have been carrying out.

Prof. Dr. Dang Nguyen Anh, Mr. Michael Croft also uphold the role of education in the development of human resources, he said that in Vietnam the educational results are still limited, lacking in vocational guidance and lack of skills; This has inadvertently become a factor of increasing inequality, especially the lag of ethnic minorities and remote areas. The World Economic Forum ranked that the quality of vocational training in Vietnam was only 3.6 / 7 points, ranked 80 out of 100 countries considered, almost the lowest among all Southeast Asian countries, low. more than Cambodia (ranked 38th). Therefore, Vietnam needs to give consistent consistency between guidelines and actions on human resource development, between policy issuance and implementation. Consider investment in people as development investment and must be one step ahead. Education must become an important component in all socio-economic development investment projects. It is necessary to uphold the spirit of lifelong learning (focusing on the quality of formal education, learning in the community, workplace to develop skills and expertise ...); have a mechanism to recognize academic results so that workers can effectively participate in the labor market; addressing gaps in gender inequality ... contributing to improving the quality of human resources for sustainable development.

Sharing the same opinion with Mr. Michael Croft, Ms. Susan Vize also provided ideas on raising awareness, eliminating gender gaps in the female labor market and disadvantaged groups. She especially emphasized that in order to develop sustainably, it is necessary to improve the view of "not leaving anyone behind" to the development of human resources. This is an important premise for researches to come up with solutions to improve the quality of human resources and find suitable solutions to contribute to promoting sustainable development in all countries.

Presentations at the Workshop discussed issues such as: Current situation of the quality of Vietnamese human resources and issues raised in a new context; Employment situation of highly educated human resources in Vietnam; Innovating higher education to meet the needs of highly qualified human resources for development in the context of Industry 4.0; Expanding educational opportunities and renovating human resources for sustainable development in Vietnam.

According to Dr. Dao Quang Vinh (Institute of Social Labor Science, Ministry of Labor, War Invalids and Social Affairs) our business force is still weak in potential, most of which are small business and production, groundnut production technology. lack of strategy, long-term vision of reaching out to the world and participating in global value chains still face many limitations. Therefore, the effective solution that needs to be implemented right now is to raise awareness and have a fundamental strategy for building human capital; further strengthening scientific research and technology transfer activities; strengthen connection of training and employment; reform policies on hiring, employment, evaluation and payment of labor.

Talking about the real situation of employment of highly educated resources in Vietnam, Assoc. Nguyen Duc Vinh (Institute of Sociology) emphasized that the high percentage of educated human resources required to work in primary (ie not commensurate with education and skills) in Vietnam is quite high, focusing mostly on the group. Young workers, men, in the countryside. The cause is not only due to the low quality of training but also due to inappropriate training structure. This leads to the fact that there is discontent in accessing high quality labor market, lack of mechanism to ensure supply and demand of labor according to market mechanism.

According to Assoc.Prof.Dr. Luu Bich Ngoc (Office of National Council for Education and Human Resource Development): Higher education in Vietnam needs to be vigorously changed to fulfill its human resource development tasks as well as effectively adapt to impact of Industry 4.0; Universities should be proactive in renovating training programs on the basis of encouraging creativity and access to new knowledge; It is necessary to reorganize the universities towards interdisciplinary direction and raise the training awareness reflected in the quality of output training products and the reputation in the area of ​​the school / training unit in the country and the region. region and the world; Giving university the flexibility to change and adapt by empowering universities through strengthening the implementation of autonomy; Schools need to engage closely with businesses in terms of both output and input of the training process to not only provide manpower but also provide solutions and technologies to meet social requirements in the context of life Industry 4.0 ...
