International Conference: Agricultural and rural development in the transition and integration – Experiences of Poland and Recommendation for Vietnam

In April 4th 2014, Vietnam Academy of Social Sciences has worked with Institute of Agriculture and Rural Development (Polish Academy of Sciences) to held the international conference on “Agricultural and Rural Development in the transition and integration – Experiences of Poland and Recommendation for Vietnam”

 

Associate Prof. Dr. Nguyen An Ha – Director of Institute for European Studies had a speech at the Conference   Overview of the Conference on  Agricultural and Rural Development in the transition and integration – Experiences of Poland and Recommendation for Vietnam

 

During the conference, experts of both countries have discussed about the mutual issues of Poland and Vietnam such as: The experiences of agricultural and rural development of Poland and Vietnam in the transition and integration; The role of state, developing model and ideas of mechanisms so on, under the impacts of market, global integration as well as the world economy; Experiences of diving roles between state and individuals in agricultural and rural development in the transition and integrations and lessons; Resources and social classification in rural regions...

In the conference, Prof.  Krystyna Szafraniec of Institute of Agriculture and Rural Development of Poland said that Poland had big gap between economic sectors, especially the urban and rural regions in the first period of transition in 1990.  This led to the imbalanced growth between areas while people faced many difficulties in daily life. However, Polish farmers had overcome the stagnation and headed to the market economy by quickly adapting to the market mechanism and changes of how to use the financial aid of European Union as well as the flexible policies.  

According to experts, Poland is considered as a developing economy with the increasing population in the integration period. However, there is a clear polarization between city and surban areas which has led to the rate of people moving to urban regions was quite fluctuated.  Also, Polish young people nowadays do not pay too much attention to study agriculture which requires Government to join in and find out solutions.

Representatives agreed with the evaluation of Associate Prof. Dr. Nguyen An Ha – Director of Institute for European Studies (VASS) at the conference. He said that the issues which Polish experts have mentioned were valuable for Vietnam. For example, Vietnam should focus more on policies which could support for a sustainable growth of agriculture. For Vietnam, they are significant lessons so that the country can implement the target of “change job but not leave hometown” and limit the number of local people who move to other regions and effectively use the rural resources. These issues are the foundation for Vietnam to conduct more researches on the diversification of developing space in rural areas and deliver estimations. They are also the scientific foundation for setting planning for rural and agricultural regions.
