Hosting the conference has Prof. Dr. Nguyen Xuan Thang, Member of Central Communist Party, VASS President; Prof. Dr. Nguyen Quang Thuan, Vice President of VASS and the participation of president assistant units of VASS; member units belonged to VASS; representatives of organizations as well as staff who are working in libraries of VASS.
Guests of the conference have researchers of Laos National Academy of Sciences led by Mr. Khammanh Siphanhxay – Deputy President; Mrs Ngo To Hoa, Director of iGroup Vietnam; The conference was hosted by Prof.Dr. Nguyen Xuan Thang, Prof.Dr. Nguyen Quang Thuan and Associate Prof.Dr. Le Thị Lan (Director of Institute of Social Sciences Information).
Having opening speech at the conference, Prof. Dr. Nguyen Xuan Thang warmly welcomed the participation of all attendees. In his speech, he mentioned that this conference had the attendance of all staff who are working at libraries of VASS in many recent years. The information and library activities have obtained remarkable achievements; however, they should review and re-evaluate all achievements in a systematic way so that they could figure out the existing disadvantages in the circumstance of international integration. This also helps to offer experiences and lessons for information and library activities. On this occasion, President of VASS required the Conference to focus on some following important contents: 1. Overall evaluation of information – library activities; 2. Review of the documents’ digitalization; 3. Define the responsibilities of Library in the reservation, storage and process of information: 4. Human resources, ect.

The conference has two working sessions about the following main topics:
1/ Information and Library activities in VASS in the period of 2011 to 2014: Writing papers focused on analyzing the reality of libraries such as Social Sciences Library (managed by Institute of Social SciencesInformation), Library of Institute of Chinese – Nom Studies; Center of Information – Document – Library of Social Sciences Academy; Library of Institute of State and Law so on. These papers also stressed on difficulties which libraries are facing off. In library of social sciences, the operation was out of date due to following old working style; the lack of experience in preparing to – do list which is required to apply in modern electronic library. Some historical limitations of traditional libraries are not improved yet. This reality has led to the weakness of team work, unsuitable plans, and the digitalization of documents for library requires more investment of both time and resources. Due to characteristics of each member units, most libraries have challenges of resources and infrastructure. Many libraries were only used for reading demands while other services as electronic documents or media were limited; the reading conditions were not good with small spaces and limited sources. The promotion was not well – implemented therefore not many readers come to libraries while some library staff did not have specialized trainings Working policies are not reasonable was also one of reasons resulted in the challenges of information and library activities.

2/ Renovation of information and library activities following the direction of building integrated electronic library, digital library and operation issues of new library: Writing papers and opinions focused on general issues such as the necessary of building electronic and digital libraries in VASS; analysis of technical solutions including Millenium - an intergrated library management software or Dspace – an open source code software.
Besides, the Conference also discussed about the developing trends of document via online sources, similar to libraries in the world as a certain trend to explore and use scientific documents online.
