Conference on “Building Social Sciences Journals following international standards”

Joining in the Conference has Prof. Dr. Nguyen Xuan Thang – member of Central Committee, President of VASS, Prof. Dr. Nguyen Quang Thuan, Vice President of VASS, representatives of assistant units of VASS; member units belonged to; representatives of organizations, chief editors, deputy editors and staff who are working for journals in VASS.

Guests of the conference include research team of Lao Academy of Social Sciences  led by Mr. Khammanh Siphanhxay – Deputy Director of Institute of Sociology; Dr. Doan Thi Yen Oanh, Vice Director of  Science and Technology Publishing House; MA. Le Thi Hoa, Head of Editorial Department, Information and Document Journal, Administrators of Vietnam Journals Online (www.vjol.info.vn), National Agency for Science and Technology Information.

In the opening speech, Prof. Dr. Nguyen Xuan Thang has distributed a warm welcome to all representatives attending in the Conference. He agreed with the role of sciences and social sciences to go ahead other fields, hence, there are new requirements for social sciences journals in the global integration as now. Nowaday, VASS has about 34 scientific journals in which 32 of them are in Vietnamese and 2 in English. Social sciences journals of VASS are trying their best to achieve many successes and create the reputation in the field despite of limitations. This conference, hence, is an important opportunity to discuss and exchange ideas for the development of journals of VASS based on the international standards with the participation of Academy’s leaders, chief editors, and particularly those who are working for journals. VASS’s President suggested to clarify some important issues: (1) Criteria to evaluate the international standards of scientific journals; (2) The relationship between sciences (specifically social sciences) and politics in the policies of journals; (3) Management, training and using resources of journals (leaders, managers, young editors so on); (4) Socialization of resources in current period and follows the international standards, ect.

In the conference, writing papers and discussions focused on two main following contents: 

1/ Understanding of international standards and solutions to social sciences journals: Wiring papers have cited the reference from famous and reputed journals in the world; standard criteria of scientific journals following standards of Institute for Scientific Information (ISI) and Scopus system; experiences of following international standards of some journals about Philosophy, Economic Studies, Vietnam Social Sciences,..; and experiences of having articles published on international journals....

2/ Electronically releasing scientific journals with international standards: This is one of many factors which other systems as ISI or Scopus apply to evaluate the international position of scientific journals. Writing papers have summarized the advantages as well as challenges of releasing electronic journals; also, they have introduced about the database of Vietnam Journals Online (www.vjol.info.vn) which is a qualified online journals with the participation of near 50 journals.

All opinions agreed with the necessary of developing towards international standards of journals. It should be processed through building a general standard of content and their presentation. "Standard content" is the key factor which should be specifically discussed in purpose, mission, and policies of journal, and in the role of editorial board, peer-review as well as in the ability and professional of leaders, editors and those who are working for journals. These criteria should be built in a certain order. By clear and highly quantitative criteria, the “standard concepts” are mentioned in conference. They are regulations on minimum and maximum length of title, content and citing the references so on.

About electronic publishing, there are many opinions sharing about results and achievements of publishing Vietnam journals online at www.vjol.info.vn. Through this database, many journals of VASS have introduced and promoted their scientific articles and attracted thousands of views all over the world.  This is an Internet useful publish channel which save time, cost and resources as well as promoting research works to the world quickly.

The conference ends by the summary of Prof. Dr.  Nguyen Xuan Thang about the worry of leaders when building journals following the international standards. It is also the expectation of all staff who are working for journals.  As a result, every magazine should work together to figure out the most effective solution. Another important task is to find out way of removing limitation then having a suitable development pathway. In next period, it is important to focus on improving the quality of both content and presentation of journals according to stated purpose and vision; policies of each journal need to follow the certain order; functionality, task and role of editorial board should be completed and fully evaluated; journals, which are in good development, need to pay attention to publish online articles released before through paper versions.; both Vietnamese and English versions of journals should be improved based on international standards. More significant factor is the agreement between institute directors, chief editors and staff who are supervising, instructing and working for journals.
