Prof. Mushtaq Khan is known as an expert of economic of University of London. He used to teach and been awarded the PhD. degree of Oxford University. He has done many researches on such fields as philosophy, politics and economics in which he is most interested in state management, organizational economy, industrial policy and reformation of asset rights in developing countries, especially in South Asia and South East Asia. He is member of UN Committee of Experts on Public Administration and worked with UN Development Programme to write the report ofdeveloping organizational ability for average technological areas in Vietnam.
At the seminar, Prof. Mushtaq Khan suggested that Vietnam should put the priority on building the organizational ability for local companies which have medium level of technology. Policies for developing medium technology will create more careersfor Vietnam and it is better than focus only on growth which is dependent on high technology because this industry is suitable with a small amount of labor. As a result, all medium technological jobs will have big potential in creating careers in a big scale.
Prof. Mushtaq Khan also offered recommendations in the seminar. For him, there is not a perfect market for any country so it is not suitable to copy and apply the policy model of other country. Countries should set up management directions based on its own practice then apply these policies according the ability and targets proposed.
Prof. Mushtaq Khan also discussed about challenges which Vietnam could face during the progress of finding out the failures of market. This is a problem which all countries have to solve during their development because it related to the benefits and management ability of human in that specific period. Doing researches and analyzing these points will be useful for figuring out the solutions to develop management ability. Professor also discussed about the organizational ability is much more effective than individual ability and it is the reason of why countries as Korea and China have had technological achievements. In these countries, local companies are supported about organizational ability and replicated at a bigger scale.
Professor took an example of India which was not good at production and low ability to compete in the field of car manufacturing in early of 1980s. However India has had a significant breakthrough in building a technology system at medium level (1st and 2nd level). India has worked with foreign companies to increase the rate of localization, reform local state companies and offer special benefits for foreign ones when doing venture. This country also reform the local companies under the strict management of State, as a result, India has become a world famous country of exporting technological projects in a short time.
The seminar has attracted the attention and there were many discussions between representatives, especially issues related to improve the management ability and organizational ability for medium technological region in Vietnam./.
