The event was jointly organized by the Ministry of Information and Communications and the Ministry of Health with the participation of Viettel Group, VNPT Group and representatives of medical facilities at the district level nationwide through the connection of the Telehealth system.
Responding to the call of General Secretary Nguyen Phu Trong, implementing the direction of Prime Minister Pham Minh Chinh in implementing measures to prevent and control the Covid-19 epidemic, under the unified direction of the Ministry of Health and the Ministry of Information and Communications, in a short time, Viettel and VNPT have completed the installation of telemedicine systems for 328 district medical facilities in 47 provinces and cities. These are district-level medical facilities that have not yet been connected to the system according to the list provided by the Medical Examination and Treatment Administration (Ministry of Health). With this event, up to now, 100% of district health facilities have been connected, contributing to blurring the boundaries between levels. In particular, the treatment of Covid-19 patients will be consulted by leading experts without necessarily being transferred to a higher level.
At the ceremony, the Prime Minister sent greetings, encouragement, and praised the efforts and efforts of the team of doctors and nurses throughout the country and paid much attention to the frontline workers against the Covid-19 epidemic. The Prime Minister said that putting the Telehealth platform into operation is very meaningful to the treatment, helping the lower level to have more knowledge, the medical team and patients to be more confident in treatment and most importantly is to promptly take advantage of the "golden hour" to save patients, reduce the load on the upper level, thereby minimizing the number of deaths. Prime Minister emphasized, in the long term, this is an important infrastructure system for medical examination and treatment from afar, from early on, from the grassroots to all other diseases, improving the quality of patient services, serving patients, and improving patient care people.
The Prime Minister requested the Ministry of Health and the Ministry of Information and Communications to continue to improve the foundation and overcome the shortcomings; provide specific instructions, organize training courses for doctors and nurses at all levels to proficiently use technologies and applications, and maximize the effectiveness of the consulting support platform. The Ministry of Health continues to perfect the medical examination and treatment process, with unified guidelines on the treatment tower "three floors and five layers", if treating at home, a "ground floor" can be added in the treatment tower. The Prime Minister also requested to further improve the capacity of the medical staff at the district and grassroots levels, creating greater safety coverage for patients, especially at this time. Set up emergency and intensive care centers at the district level in the spirit of "call it yes", "the district calls it the central response" so that patients do not have to move far away, more patients are saved.
According to doctors and nurses, putting the Telehealth platform into operation will be one of the effective solutions in supporting timely diagnosis and treatment, limiting overload in upper-level hospitals and reduce patient-to-doctor contact. Along with that, helping doctors and nurses in remote areas feel more secure and confident in treating serious patients.
Also within the framework of the ceremony, the Ministry of Information and Communications and the Ministry of Health launched the National Center for Technology for Covid-19 Prevention and Control. The technology center has developed and provided shared technology platforms, uniformly applied nationwide, meeting the medical professional requirements in epidemic prevention and control, including: medical declaration, inspection Controlling access to public places, tracing, testing, vaccination, isolation monitoring, measuring the level of social distancing and other operations according to practical requirements arising in epidemic prevention and control... Together with the local Covid-19 technology teams, the core of which is the Department of Information and Communications and the Department of Health, the Center will form a network to deploy epidemic prevention and control technology throughout from the Central Government to local.
Putting Telehealth into operation, using the same unified technology platform across the country is the fastest and most effective way to contribute to preventing and repelling the Covid-19 epidemic, bringing life back to normal soon successfully implemented the Resolution of the 13th Party Congress and the Party Congress resolutions at all levels.
