Vietnam Academy of Social Sciences and the Central Economic Commission signed a cooperation agreement

The signing ceremony of the cooperation agreement between the Central Economic Committee (CEC) and the Vietnam Academy of Social Sciences (VASS) was held in the afternoon of 17 May 2013 at the headoffice of the Central Economic Committee.

Attending the signing ceremony, on the VASS side, there were Prof.Dr. Nguyen Xuan Thang, Member of the Party Central Committee, President of VASS; Prof.Dr. Vo Khanh Vinh, Deputy President of VASS; Prof.Dr. Nguyen Quang Thuan, Deputy President of VASS, and leaders and representatives from VASS member departments and units.

Participants from the CEC were Prof.Dr. Vuong Dinh Hue, Member of the Party Central Committee, Chairman of the CEC; Dr. Dinh Van Cuong, Member of the Party Central Committee, Deputy Chairman of the CEC; Dr. Pham Xuan Duong, Member of the Party Central Committee, Deputy Chairman of the CEC; Dr. Nguyen Xuan Cuong, Member of the Party Central Committee, Deputy Chairman of the CEC, and the leaders from the departments of the CEC.

Speaking at the signing ceremony, Prof.Dr. Vuong Dinh Hue, Chairman of the CEC, emphasized that after the meeting and discussion at VASS, the leaders of the both sides had come to a conclusion of the cooperation plan for the year 2013.

The CEC recently established its cooperation relationships with seven organizations, including VASS, the Communist Review, the National Financial Supervisory Committee, Hanoi National University, the National Economics University, the University of Economics in Hochiminh City, and Vietnam Software Association. They had agreed on the details and cooperation programs for 2013 and concurrently signed documents defining the responsibilities and duties of the parties involved.

The CEC considered VASS as a strategic partner and the University of Economics in Hochiminh City as the key organization connecting experts and scholars in the South. The details of the agreement, the signing of which marked a long-term cooperation, had been reviewed thoroughly by the both parties. In 2013, the CEC cooperated with VASS in mid-term review report for an assessment of the implementation of the Eleventh Party Central Committee’s Resolution. This was the most important activity requiring a carefully-built plan by the both parties in order to produce desired results.

Prof.Dr. Nguyen Xuan Thang, President of VASS, said the cooperation between the CEC and VASS was the collaboration between an advisory agency to the Secretariat, the Central Organizing Committee and the Politburo and an organization providing fundamental research in social sciences and humanities and offering scientific arguments for the guidelines and policy making of the Party and the State. The cooperation with the CEC was very significant and of desire of the scholars and researchers as it would enhance their contribution to strategic issues and major problems in order to serve the policy making of the Party. Being a strategic partner of the CEC was an honor but a great responsibility at the same time.

Up to that moment, VASS had drafted the mid-term review of the implementation of the Eleventh Party Central Committee’s Resolution. It was expected that the CEC would timely and fully provide necessary information in order to help VASS continue and better the realization of the proposed cooperation plan in 2013 – completing the mid-term review and evaluation of the implementation of the Eleventh Party Central Committee’s Resolution.

The two parties agreed to the objectives and contents of the cooperation agreement as follows:

Objectives:

1) Improving the quality of research, recommendations and socio-economic policy implications to the Party and the State on the basis of fundamental research in social sciences;

2) Enhancing the application of fundamental research results in social sciences in the policy and guideline making of the Party and the State in order to meet the requirements and tasks of economic development in particular conditions and stages;

3) Combining the research and deployment as well as policy appraisal and review to strengthen the cohesion of the theoretical arguments and practices in order to serve the leadership and direction of the Party.

       Contents:

    1) To carry out theoretical and practical research on the socio-economic development in Vietnam in the context of promoting international integration; clarifying the path to continue the economic reform, renewing the growth model and restructuring the economy; developing the socialist-oriented market economy.

     2) To identify the relationships of the socio-economic development as set in the Platform for national construction in the transitional period to socialism (supplemented and developed from the Platform 1991) and in the Strategy of socio-economic development for 2011-2020.

     3) To review and summarize the implementation of the congress resolutions, and socio-economic resolutions, directives, and decisions issued by the Central Committee of the Party, the Politburo and the Secretariat in order to learn the lessons, to suggest the major guidelines, policies and solutions for the development in the following period.

     4) To coordinate research activities and propose the establishment of major socio-economic projects and programs as strategic breakthroughs; to co-lead or take part in directing the implementation of some important projects.

     5) To gather and promote the network of domestic and international economists for the implementation of the research tasks proposed by the two parties.

     6) To cooperate in holding socio-economic conferences, workshops, seminars, and forums complying with the functions and duties of each party. Combining research and policy review to best meet the requirements of the political missions of the both parties.

    7) To exchange information, publications, materials, and survey and research results as well as the information dissemination and communication to serve the cooperative activities.

On behalf of VASS and the CEC, Prof.Dr. Nguyen Xuan Thang, President of VASS and Prof.Dr. Vuong Dinh Hue, Chairman of the CEC signed the cooperation agreements in the presence of representatives of the two sides.
