News of activities of VASS’s President and delegation of officials in Laos

Project of Library - Documentation Centre and Office Building Complex of LASS was started in 2012, with total capital of more than VND 154 billions sponsored by Vietnamese Government, in which Laos’ reciprocal capital is more than VND 3.7 billions. The project contains two major blocks: Office Building, and Library - Documentation Centre with modern and synchronous facilities and equipments. This is a present of Vietnamese Government, and real contribution that deepens special traditional and peaceful relationship between Vietnam and Laos, expression of tight and effective cooperative relationship between the two Academies of the two countries.

In his speech on the ceremony of handover, Prof. Dr. Nguyen Xuan Thang, Member of the Party Central Committee, President of VASS, on behalf of the two investment organisms in charge, reported to the two Vice Prime Ministers of the two nations on process of implementing the project, affirmed that the Library - Documentation Centre and Office Building Complex  of LASS had been completed and in good conditions for use. At the same time, Prof. Dr. Nguyen Xuan Thang, on behalf of VASS, also recognized efforts of individuals and units who participated in implementation of the project for completing the task assigned by Governments of the two countries, and VASS and LASS. Mr. President also expressed a belief in that putting the modern head office into service will be a good start for next achievements of LASS in order to affirm by steps the leading position of a institution of policy consultancy, training and scientific research, for meeting requirement of developing the Lao People’s Democratic Republic in the new context.

On the behalf of the project owner from Lao side, Prof. Dr. Chaleune Yiapaoheu, President of LASS to be grateful deeply to Vietnamese Government for highly valuable present as the Library - Documentation Centre and Office Building Complex of LASS by non-refundable aid. He thanked for great efforts of VASS in implementing the project that meets technical quality, beauty and ahead of schedule. Prof. Dr. Chaleune Yiapaoheu evaluated highly the project’s success that express pure and lofty mind of Vietnamese Government, to continue good tradition of relationship between the two Parties and governments of the two nations. Prof. Dr. Chaleune Yiapaoheu was also on behalf of all scientists, officials and staff of LASS to commit with the two Vice Prime Ministers of the two nations to use the most effective way the head office to deserve the attention of the two Governments of the two nations to the Academy.

On the occasion, Laos’ Party and State awarded Developmental Medal First Class to VASS; Labour Medal Second Class to Prof. Dr. Nguyen Xuan Thang, Member of the Party Central Committee, President of VASS; Prof. Dr. Do Hoai Nam, Chairman of the Board of Graduate Academy of Social Sciences, VASS, and Prof. Dr. Vo Khanh Vinh, Vice President of VASS, Director of Graduate Academy of Social Sciences; Friendship Medal to Assoc. Prof. Dr. Tran Thi An, Head of Scientific Management Department, VASS; MA. Nguyen Thuy Lan, Deputy Head of Planning and Finance Department, VASS.

On December 10th 2014, leaders of LASS worked officially with high-level delegation of VASS in a hall at the new office building.

In his speech in the meeting, Prof. Dr. Nguyen Xuan Thang reviewed results of cooperation between the two Academies, including: results of common scientific researches (i.e. Summary of 25 years of Laos’ economic renovation; Research programme of 10 issues of politic system, economy, culture, religion, lexicography, ect.); scientific conferences on specific subjects and especially annual seminar on social sciences of three countries of Vietnam, Laos, Cambodia about  training cooperation (post-graduate education and short courses); dialogue exchange among the youth between the two Academies. Prof. Dr. Nguyen Xuan Thang suggested that needs to summary carefully cooperative result in period of 2011-2015 and prepares contents for signature of cooperation in period of 2016-2020.     

On behalf of LASS, Prof. Dr. Chaleune Yiapaoheu expressed happiness for result of cooperation between the two Academies in period of 2011-2015 and suggested to prepare contents for signature of cooperation in period of 2015-2020. Prof. Dr. Chaleune Yiapaoheu suggested some specific requirements such as: establishment of a centre of training researchers; continuous implementation of some shared projects; support of post-granduate education; continuously scientific conferences between the two academies, annual conferences among the three countries.            

Prof. Dr. Nguyen Xuan Thang affirmed specific contents of cooperation in the next period in scientific research, training, international cooperation; especially preparation first of  signature of cooperation in period of 2016-2020 held in Da Lat (2015); active preparation of handover of all files of the head office of LASS; preparation of implementing conduct of shared research project on development of jurisdiction state and local authority organization.

On December 10th 2014, delegation of officials of VASS returned Vietnam, finished successfully business trip in LASS./.
