Building and operating a tectonic government: Practice in Vietnam and international experience

On October 17 - October 18, 2019, at the Vietnam Academy of Social Sciences under the Vietnam Academy of Social Sciences (the Academy), the annual International Science Conference held Sustainable Development. Central Vietnam with the theme "Building and operating a constructive government: Practices in Vietnam and international experience". The seminar was co-sponsored by the Academy, Vietnam National Science and Technology Development Fund (NAFOSTED) and Coca Cola Vietnam.

Opening speech at the Conference, Prof.Dr. Nguyen Quang Thuan, President of the Academy warmly welcomed the attendance of the delegates; emphasizing the importance of building and operating a constructive government in the context of national sustainable development, especially with the development of the Central region. The President of the Academy desires that the Workshop will clarify theoretical issues, based on the association with the development practices of the Central region to come up with solutions to operate and build a constructive government in current context.

The seminar received more than 100 articles, including 12 articles from international scholars, scientists discussed together the following main contents: (1). General theoretical issues on the tectonic government, the contents and characteristics of tectonic government in the current context; (2). Lessons learned in the process of building and operating development tectonic government models in a number of countries around the world; (3). Practices and policy recommendations to build and operate successfully a tectonic government model in Vietnam in the current context. 

Accordingly, with 06 sessions, the presentations of domestic and foreign scholars have clarified the common theoretical issues; giving evidence of success and failure in building and operating tectonic government models to draw valuable lessons for Vietnam. In-depth discussion on public administration capacity, accountability, development linkage, human resource management, administrative reform, institutional development, investment and business environment creation, etc. central government to local level.
