Seminar on Project program management

As apart of a cooperative framework between Vietnam Academy of Social Sciences (VASS) and Japan International Cooperation Agency in Vietnam (JICA) for training, raising capacity of VASS’s officials and staff for project and program management, on November 17th – 19th 2014, at No. 1 Lieu Giai, Ba Dinh, Hanoi, VASS and JICA Vietnam co-organized the first basic seminar to VASS’s researchers and divisional managers.

The seminar attracted 40 learners from specific institutes and divisions directly under VASS. Lecturers of the seminar are Prof. Dr. Vo Khanh Vinh, Vice President of VASS, Prof. Motoh Shimizu, an expert on project management (Graduate School, Nippon Institute of Technology) and Dr. Yoshiaki Shibao, a member of Board of Directors, Project Management Association of Japan.

The learners listened to lectures from Prof. Dr. Vo Khanh Vinh on promoting and raising management capacity of VASS; from Prof. Motoh Shimizu and Dr. Yoshiaki Shibao on introduction, exchange of project management in line with Japanese standard and P2M model, that consists contents of Scope Management, Time Management, Risk Management and other knowledge and skills about P2M. After each lecture, the learners were divided into 8 groups for practice and discussion on attained knowledge. Those were practices of WBS (Work Breakdown Structure), time management, risk management; discussion on standard WBS, particularly cases study of VASS’s 3 projects via 3 learners’ presentations. At the end of the seminar, 8 groups of the learners presented discussion result of each group about standard WBS via real or hypothetical projects for discussing, assessing, marking and ranking by lecturers, tutors and other learners.

Prof. Motoh Shimizu and Dr. Yoshiaki Shibao highly evaluated study result of 40 learners and said that in the process of study, the groups studied carefully lectures’ contents, discussed intensely, particularly clear consciousness of importance of risk management… Via study, practice and exam for each group in combination with mark result, group No. 4 gained the highest mark with a subject of “Study and dissemination of constitution 2013”, the second is group No. 1 with a subject of “Social welfare of elder persons in Vietnam” and the third is group No. 5 with a subject of “Impact of climate change on farmers’ lives”. The three groups were awarded by Prof. Motoh Shimizu and Dr. Tran Minh Tuan – Director of Organization and Personnel Department (VASS). All of 40 learners completed successfully the seminar program and received certifications that were signed by President of VASS and Chief representative of JICA in Vietnam from Sir Fumihico Okiura, Vice Chief representative of JICA in Vietnam and Dr. Tran Minh Tuan.
